Since 2005, the EU has been supporting the efforts of Albanian institutions to adapt the judicial system to European standards through its program “Consolidation of the Judicial System in Albania – EURALIUS”. EURALIUS V, which assisted the implementation phase of the comprehensive justice reform adopted in 2016, started implementation in April 2018 and ended in December 2021. Based on the experience and recommendations of EURALIUS V, the overall objective is to support the self-governing bodies of the Albanian judiciary to implement the justice reform by strengthening independence, transparency, efficiency, accountability and public confidence in the Albanian judicial system in line with the EU acquis and best practices.
Together with the Italian Agency for Development Cooperation (“AICS”), Expertise France (“EF”) and the Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas (“FIIAPP”) intend to support Albania in strengthening the country’s justice system.
To this end, the project will carry out specific activities together with the national beneficiary institutions in the justice sector, to contribute to the improvement of their competencies, work processes and tools, in line with European standards and through the following components:
- Improve the performance of the HJC, HPC and HJI in consolidating judicial independence, accountability, transparency and efficiency.
- Improve coordination and communication mechanisms between the HPC, the HJC and the HJI in accordance with EU best practices.
