Following the success of the first phase of the programme, implemented between 2017 and 2022, and in the framework of the agreements reached at the EU-CELAC Summit in July 2023 to strengthen cooperation in the field of rule of law and citizen security between the two regions, the second phase, EL PAcCTO 2.0, is now underway.
With the EL PAcCTO 2.0 programme, Team Europe joins forces with its Latin American and Caribbean partners to build an EU-LAC justice and security partnership in the fight against transnational organised crime. The programme, with a total budget of 58.8 million euros and an estimated duration of 49 months, will be led by Spain (FIIAPP), with the collaboration of France (Expertise France and CIVIPOL), Portugal (Instituto Camões), Italy (IILA) and the Netherlands (Ministerie van Buitenlandse Zaken and Ministry of Justice and Security).
In addition to extending the geographical scope to the Caribbean countries, this new phase will focus on strengthening the technical and operational capacities of the institutions involved to curb organised crime in the main criminal markets (trafficking in drugs, human beings, firearms and cultural property, cybercrime and environmental crime).
Programme objectives
PAcCTO 2.0 aims to raise to the highest level the cooperation between justice and security actors in the European Union, Latin America and the Caribbean, through the investigation and prosecution of organised crime.
-Strengthened collaboration of national and regional institutions in Latin America and the Caribbean, and opportunities for strategic dialogue and cooperation with the EU on Justice and Security.
-Strengthening the capacities of Justice and Security institutions in the fight against organised crime, applying a gender and human rights approach and involving civil society.
-Development of operational coordination of Justice and Security actors to investigate the main areas of organised crime activity.
