Regulations, transport policy, railway infrastructure management and equal access were all adapted to the European Union model

The twinning project supporting the Ukrainian Ministry of Infrastructure in the application of the European rail service market model in Ukraine has concluded.
The project, which is financed by the European Union and managed by FIIAPP, has lasted 33 months, during which experts in rail transport from Spain and Lithuania worked together with the staff of the Ukrainian Ministry of Infrastructure to help adapt the Ukrainian railway sector to the European railway model .
Over the course of the project work has been done on drafting a new Rail Transport Law, which is now ready for approval in Parliament, harmonizing legislation on passenger rights, and transitioning from the current fee system to an open market. A proposal has also been formulated to calculate the minimum cost of infrastructure access packages.
Likewise, a ministerial order has been drafted regarding the security management system and safety and risk assessment instructions have been formulated, while work has also been done on adapting infrastructure management and equal access.
The project, which is the second phase of another twinning project, has been led by the Ministry of Development with participation from the Ministry of Transport and Communications of the Republic of Lithuania. Likewise, experts from the Railway Infrastructure Administrator ( Adif ) have actively participated, as did Renfe Operadora to a lesser extent.
