The experience of the Prosecutor General's Office and FIIAPP's management come together to support the public service tasks provided by the Moroccan Prosecutor's Office.

Two Spanish public institutions, the Prosecutor’s Office and FIIAPP, have been selected to undertake the twinning project Support for the President of the Moroccan Public Prosecutor’s Office, which is funded by the European Union. The proposal submitted by the Spanish Prosecutor’s Office and FIIAPP was chosen over the French proposal and the one jointly presented by Belgium and Germany.
The project, which will entail twinning and a privileged relationship between the Moroccan Prosecutor General’s Office and that of Spain, aims to strengthen the capacities of the Presidency of the Moroccan Public Prosecutor’s Office, which has assumed a large part of the powers held by the Ministry of Justice. With the project, it is hoped to strengthen the rule of law in Morocco, the independence of its judiciary and the protection of rights and freedoms.
With a duration of two years, the project will be directed by the prosecutor of the International Chamber of Cooperation and involve the prosecutor María del Mar Ramos López-Herrero, who will relocate to Rabat as soon as the circumstances arising from the pandemic allow. Both will work together with FIIAPP to carry out the project.
The project reinforces the privileged relationship between the Spanish and Moroccan Public Prosecutor’s Offices, which took shape in March 2019 with the signing of a Memorandum of Collaboration that will soon begin to be implemented with the creation of bilateral working groups on issues of common interest, such as drug trafficking or trafficking in human beings.
About twinning projects
Twinning projects are an instrument for institutional cooperation between the European Commission, the candidate countries and the countries of the European Union Neighbourhood Policy region designed to promote the strengthening of the public administrations in the beneficiary countries.
Twinning programmes began in 1998 in Spain, with FIIAPP being the institution in charge of carrying out their management, supporting both the proposal preparation phase and project management once granted, guaranteeing the required good economic and financial management. FIIAPP has a long history and ample experience in undertaking these programmes, having carried out more than 330 twinning projects.
In these projects, the desired objectives and results are defined by the beneficiary country based on the needs, concerns or preferences of their national political, administrative or economic systems, with the member country presenting a project proposal aligned with the requirements and needs defined by the beneficiary.
