The plan commits 22 state bodies to meeting commitments regarding measures to increase transparency and access to information.
As part of the Open Government Partnership (OGP), the Colombian Transparency Secretariat of the Office of the President, with the support of the FIIAPP through the project ACTUE Colombia, has launched the 3rd OGP Action Plan.
The plan commits 22 State bodies to meeting goals related with transparency and access to information, accountability and civic participation, and the use of new information technologies.
The OGP is a multilateral initiative by 64 countries, including Colombia, that are seeking to improve government performance, promote the effective participation of civil society and improve the responsiveness of governments to their citizens.
The 3rd Action Plan goes much farther along the path set by Colombia by altering the vision of an “Open Government†to that of an “Open Stateâ€. It expands on the commitments of national bodies in the executive branch by including commitments from the other branches of public power (legislative and judicial) and departmental and municipal authorities.
The plan consists of 25 undertakings, among which are the implementation of an Integrated Information System for the Post-Conflict (SIPO), the design of an Early Warning System (Spanish initials, SAT) for corruption and mismanagement and access to information during the roll-out of a Comprehensive Police Transparency Policy.
The launch was attended by the Transparency Secretary and the Director of the Civil Service, among other dignitaries, and numerous representatives of public bodies and organisations from civil society.
