The European Union delegates to the FIIAPP the management, budget execution and activities for these cooperation projects. Currently the FIIAPP is managing four delegated cooperation projects in Cuba, Colombia, Angola, and other African countries.
Delegated cooperation project in Angola
The International and Ibero-American Foundation for Administration and Public Policies, FIIAPP, is currently managing four delegated cooperation projects in Cuba, Angola, various West African countries, and Colombia. Delegated cooperation is a form of cooperation in which the European Union delegates to the selected entity the management, budget execution and activities of the project.
In 2011 the FIIAPP passed the accreditation process of the European Commission for indirect management of the EU budget. This delegation of the responsibility for budget execution makes the delegated entity the contracting authority, with the capacity to award grants, sign contracts, effect payment, assuming the same role as the European Commission in the implementation of programmes and projects.
The delegated cooperation projects currently being managed by the FIIAPP are the following:
“Exchange of experiences, know-how and best practices between the EU-Cuba”, a project financed by the EU in the amount of 3.5 million euros with the aim of supporting Cuba in the process of updating its socio-economic model.
“Promotion of local development in Angola”, with a European budget of 29.8 million euros. This project aims to reduce poverty in this African country.
“Fight against corruption in Colombia”, which aims to support the Colombian government in its efforts to prevent and combat corruption. It is financed by the EU in the amount of 7,475,000 euros.
SEACOP in West Africa, a European project financed in the amount of 3,000,000 euros that fights illegal maritime substance trafficking and criminal networks.
