The second phase of the project to apply the European rail transport model in Ukraine has started.

Presentation in Kiev, Ukraine, of the second phase of the international cooperation Twinning project between the European Union and Ukraine aimed at supporting the Ukrainian Ministry of Public Works in the application of the European model in rail transport service.
Ukraine is among the countries in the world with the largest railway network, 23,000 km, with a fleet of 140,000 cars, including freight and passenger trains. A network that has historically been run entirely by the Ukrainian state. However, Ukraine has recently joined the Deep and Comprehensive Free Trade Areas (DCFTA) of the European Union, an agreement that asks the member countries to join the European Union with a series of requirements for adaptation to European regulations.
The first phase of the twinning project concluded with the creation of a law for liberalisation of the rail market in Ukraine, which is currently in the process of being approved by the country’s parliament. In order to implement this law, it is necessary to apply a series of reforms that will contribute to adapting Ukraine to EU standards in accordance with the measures of the Fourth Railway Package of the EU, whose objectives are to facilitate connection between EU member states and to create a faster and more economical railway network for both freight and passengers.
All of these reforms will be developed with the collaboration of the experts participating in the project.
The presentation was chaired by the Ukrainian First Vice-Minister of Infrastructure, Evgen Kravtsov, and was also attended by the First Consul of the Spanish Embassy to the Ukraine, Jorge Soler, among others.
This second phase, as was the first, is funded by the European Union and managed by the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) along with various Spanish institutions, such as ADIF, the Spanish Railway Foundation and the Spanish Railway Safety Agency, in collaboration with the Lithuanian partner, the State Inspectorate of Railway of the Ministry of Transport and Communications.
