The climatic dimension in the territorial development of Cuba

Within the framework of the dialogue between the European Union and Cuba, a workshop has been set up for organising the action entitled “Inserting the climate dimension in the planning of territorial development in Cuba”. This project is part of the cooperation programme EUROCLIMA+, financed by the European Union and managed with the participation of FIIAPP. 

This cooperation action aims to comprehensively establish the climate dimension within the local development model and its escalation to national public policies on climate change, promoting resilient municipalities with low greenhouse gas emissions, considered from a gender and social inclusion-based perspective. 

During the workshop, representatives of different Cuban institutions presented the objectives of the project and presented the national policies and general information on which it is based. Afterwards, planning was carried out and the activities organised to achieve each of the objectives were reviewed using a collaborative work tool. In addition, reflections were made regarding the governance of the project for its effective implementation.   

The topics discussed include the integration of adaptation and mitigation measures that promote resilience to climate change at the territorial level and a low-emission development concept; the development of a monitoring system and indicators that make it possible to measure and evaluate progress at the territorial level; and the establishment of a virtual platform that facilitates decision-making processes and encourages stakeholder participation. 

Participating in this workshop were the Ministry of Science, Technology and the Environment (CITMA) and other relevant national institutions with representatives from the territories of Cabaiguán (Sancti Spíritus), San Antonio del Sur (Guantánamo), Isla de la Juventud and Guanabacoa (Havana), beneficiary municipalities of this project and specialists from each of the implementing agencies.
