Under the framework of a technical assistance cooperation project financed by the World Bank and managed by FIIAPP, a 12-member delegation from Tajikistan visited Spain and France to learn about the two countries' experience in water resources.
A total of 12 representatives of the Tajik government are in Europe to learn about the experience of Spain and France in water resources and, specifically, in irrigation. The visit, which began on September 14 in Madrid at the Ministry of Agriculture, Food and Environment, is a technical cooperation assistance funded by the World Bank that aims to respond to the needs of the Asian country in its reform of the water sector.
Tajikistan laid the foundations for this reform in 2013. Since then, the country has been completely changing its management model. Its objective is to move from a model based on administrative borders (by province) to one of comprehensive management based on river basins and that encompasses the interests of all users. The experiences of Spain and France can be useful for Tajikistan given that in both countries the management model is that of River Basin and in line with the Water Framework Directive.
In addition to the Ministry, the Tajik delegation, accompanied by two representatives of the World Bank, visited other Spanish institutions in Madrid related to this field: the Centre for Hydrographic Studies (CEDEX), the National Centre for Irrigation Technologies (CENTER) and the National Federation of Irrigation Communities in Spain (FENACORE). They also travelled to Castilla y León, where they learned about the experience of the Duero Hydrographic Confederation, which manages the cross-border basin of the Duero with Portugal, and the headquarters of TRAGSA in Valladolid.
On 17 September they concluded their visit in Spain and left for France to continue expanding their knowledge of water resources and irrigation.
