The National Agency for the Eradication of Extreme Poverty (ANSPE) is managing preferential access to the rights of families in situations of extreme poverty.
The ANSPE requested technical assistance from SOCIEUX and its advice for redesigning the National Strategy for the Eradication of Extreme Poverty (Red UNIDOS), focusing mainly on three issues: mechanisms for targeting beneficiaries; design and structuring of instruments for data collection, and tools for monitoring and evaluation.
The SOCIEUX programme, an initiative of the European Union for social protection in development cooperation, in which the FIIAPP collaborates, is currently working with the ANSPE and conducted a diagnostic mission on the strategy from 6th to 17th April in Bogotá, Colombia. This mission made it possible to prepare a series of preliminary recommendations that the body will be able to implement in coming months.
Currently the ANSPE is moving forward in the process of redesigning the Red UNIDOS Strategy, which assists households in situations of extreme poverty to ensure effective provision of basic social services. It currently serves over 1,300,000 households all across Colombia. During execution of the evaluation, the SOCIEUX experts detected opportunities for improvement in the strategy and prepared recommendations that will make it possible to strengthen implementation of the policy for eradication of extreme poverty in Colombia.
During their visit, the experts highlighted the fact that ANSPE has considerable qualified and motivated human resources. They also stressed the potential of the Information System of the Red UNIDOS Strategy—SIUNIDOS, which makes it possible to characterise the beneficiary population to orient the offering of social services that contribute to eradicating extreme poverty.
One preliminary recommendation revolves around the objectives of the UNIDOS strategy, such as better defining the target population and selection of beneficiaries.
According to the institution’s managers “the advising provided was highly participatory. The experts quickly grasped how the strategy works internally and externally, and the introduction to and interviews held with the ANSPE team made it possible to go into greater depth in information and analysis than expected in a two-week mission”.
