The SOCIEUX programme, an initiative of the European Union for Social Protection in Development Cooperation, in which the FIIAPP collaborates, is currently working on an improved human resources development plan with the Vietnam Social Security Governing body (VSS).

The Vietnam Social Security Governing body (VSS) is the agency responsible for managing state social security. The VSS has developed its Human Resources Development Plan 2011-2020 with the aim of designing a competent organisation with the capacity to develop the social security system in Vietnam in a strategic manner. However, one of its challenges is to improve the performance of its staff, which comprises more than 20,000 workers, who are currently focused on red tape than being client and services oriented. This was one of the reasons why the VSS asked SOCIEUX to help to assess the general situation of the human resources development plan and to make improvements.
The initial evaluation was designed to give an overview of the practical operations of the HR Department, such as hiring, salaries, performance incentives…, and the department’s role in the general development strategy of the VSS. However, taking into account the large number of VSS employees who need to receive training, particular attention was given to the current skills of the workforce, including both knowledge and competencies.
The European experts mobilised to Hanoi, Vietnam, held a two-day training seminar dealing with HR tools that all client-focused administrations should use.
The experts from France and the Netherlands suggested asking the organisation and personnel department to create a strategic HR plan, including individual job descriptions and detailed breakdowns of the necessary changes in the organisation.
According to the experts, their Vietnamese counterparts are highly motivated and determined to achieve good results, which will of benefit when developing employee training and improving the organisation.
A DAFO analysis was also carried out by the institution, which revealed that the workforce is deeply committed and willing to implement reforms. The VSS has shown great interest in learning international models and best practices, which helped experts with their work.
