FIIAPP signs agreements with the Sudanese National Counter-Terrorism Commission (SNCCT) and the Somali Ministry of Internal Security
The agreements were signed in Mogadishu on 10 March and in Khartoum on 13 March and both are the result of the project to implement the rule of law in the Horn of Africa and Yemen. The project’s aim is to support improvements in the capacities of the intelligence and security services, the prosecutor’s offices and courts in the countries in the region to respond to possible security threats, especially terrorism.
“The agreement is part of FIIAPP’s activities, the implementation of international cooperation projects to strengthen public systems, in this case in the field of security” stated FIIAPP Director Pedro Flores. He stressed that these are not administrative acts, they are Memoranda of Understanding (MoU) that reflect a vision that is shared between the Sudanese National Counter-Terrorism Commission (SNCCT) and the Somali Ministry of Internal Security.
This signing formalises a relationship that began in 2016 with the start of the FIIAPP-managed project, which the European Union has financed through the Instrument for Stability and Peace. The project has counted on the experience of experts from the Spanish National Police Service and staff from the Spanish Attorney General’s Office.
FIIAPP’s Director stressed the importance of the European Consensus for Development’s focus on peace, security and development, which offers the possibility of working with both countries through civil action to combat terrorism under the protection of the Rule of Law and respect for human rights.
In Somalia, the agreement was signed in the Ministry of Internal Security, while in Sudan a ceremony was held at the Ministry of Foreign Affairs, where FIIAPP’s director and the director general of the SNCCT signed the agreement in the presence of the deputy minister, the ambassadors from the EU, Spain, Italy and Romania and representatives from France and the Netherlands.
