EUROsociAL+ has promoted the creation of regional development agencies as spaces for coordination and territorial integration
Peru’s Decentralisation Secretariat, supported by the European Union, organised the international workshop “Decentralisation for the Citizen”, through the German cooperation agency (GIZ) and the FIIAPP-managed EUROsociAL + programme.
EUROsociAL+ supports the “decentralisation and territorial development” process that is currently being promoted by the Peruvian government. In line with OECD recommendations, the programme specifically supports “the creation of Regional Development Agencies” as a space for coordination and articulation in the territory.
The aim of the workshop was to present the work of the Multi-Sectoral and Intergovernmental Commission to Strengthen Decentralisation. The Commission was created with the objective of formulating a management proposal aimed at promoting the strengthening of decentralisation, as well as an integrated action plan.
The Commission’s functions include preparing a report identifying elements or components of intergovernmental coordination that affect the adequate provision of central public services in sectors including drinking water and sanitation, education, health and transport.
Following the presentation of these reports, a space for opinion and debate has been opened with international experts from Colombian, Spanish and European Union public institutions, whose participation has been managed by EUROsociAL+.
The activity had significant political support, as it was opened by the President of the Republic of Peru and closed by the President of the Council of Ministers. The Minister of Economy and Finance also participated and it was attended by the Ministers of Environment, Health, Education and Housing, Construction and Sanitation.
The Congress of the Republic and the National Assembly of Regional Governments also attended as a sign of the commitment to pool efforts towards the common goal of decentralisation and territorial development in the country.
In addition, the Annual Evaluation Report on the Decentralisation Process 2017-2018, prepared by the Congress of the Republic, was also presented.
