In recent years, Peru has seen an increase in the involvement of organized crime in the crimes of kidnapping and extortion. Through the commission of these crimes, criminal organizations seek to expand their territorial control. Kidnapping provides them with a tool to instill fear and exert control over the local population and state institutions, thus consolidating their power and operational capacity.
In response to this situation, the European project in Peru has developed specific training in the investigation of kidnapping crimes, aimed at members of the Peruvian National Police and the Public Prosecutor’s Office.
During the closing ceremony of the workshop, General Marco Antonio Conde Cuellar, director of Criminal Investigation, has highlighted the importance of collaboration between institutions: “it is important how we share these activities with representatives of the Public Prosecutor’s Office, because the work and the binomial PNP and Public Prosecutor’s Office must always be hand in hand”.
The training took place at the headquarters of the National Directorate of Criminal Investigation (DIRINCRI) and, among other subjects, the following were covered through practical exercises: virtual kidnapping, negotiation techniques, personality profiling, express kidnapping, non-verbal communication, lie detection, etc.
The final objective was to ensure that attendees were familiar with the techniques and investigation methodology used to solve this type of crime, for which the training was given by two European instructors with extensive experience in kidnapping investigations, belonging to the National Police and the Civil Guard of Spain.
