The SOCIEUX+ programme collaborates in the construction of a pilot programme aimed at land stevedores in the Mercado de La Victoria

The Ministry of Labour and Employment Promotion of Peru (MTPE) has requested the technical collaboration of the SOCIEUX+ programme, financed by the European Union and managed by FIIAPP, with the aim of achieving the financial and social inclusion of the Peruvian stevedores.
The pilot programme is designed on three axes that seek the protection and social inclusion of this group. In order to achieve these objectives, the programme has focused on the development of a micro-insurance policy for occupational hazards, a training programme and pension and financial training; and the improvement of health and hygiene conditions at work.
To address this mission, SOCIEUX+ has transferred a public expert from the Ministry of Employment and Social Security of Spain, as well as a Franco-Chilean consultant. This intervention has been based on research, action and participation (IAP Method) and has been brought together through meetings, workshops and visits to the wholesale markets of Lima. The latter involved public administrations, the private sector, civil associations and port stevedore trade unions.
Likewise, meetings with different international organizations, such as the International Labor Organization (ILO) and the Inter-American Development Bank (IDB), have helped to outline the objective of this pilot programme, which, as we have previously indicated, is focused on the formalization and social inclusion of the collective.
The land stevedores in Peru have their own legislation on social security. However, this regulation does not cover the protection of land stevedores in the case of occupational hazards, so the General Directorate of Social Security of Peru has seen the opportunity to provide social protection through micro insurance policies for occupational risks.
