Colombia adopts new commitments for improving the transparency of its government in the launch of the Second Action Plan for Open Government held in Bogotá.

Within the framework of the Open Government Partnership (OGP), the Secretariat of Transparency of the Office of the President of the Republic, with the support of the European Union and the FIIAPP through the ACTUE Colombia project, on 4th August launched the second Action Plan, which obliges 17 State agencies to meet commitments linked to policies on transparency and access to information.
The Open Government Partnership (OGP) is a multilateral initiative on the part of 64 countries, including Colombia, which is aimed at improving government performance, fostering effective participation by civil society, and improving the response capacity of governments to their citizens through information access, citizen participation, accountability, and the use of new technologies to generate concrete and visible changes.
Colombia’s Second Action Plan will cover the 2015-2017 period and contains 19 commitments, including ones designed to increase transparency in public procurement, construct the public policy on LGBTI rights on a participatory basis, strengthen the accountability of the Council of State, guarantee transparency in the health and education sectors, and promote access by the disabled to State services.
The event was held at a hotel in the Colombian capital, and approximately 130 people attended. The attendees included senior officials and representatives of ministries and institutions involved in the Plan, as well as representatives of civil society organisations. Among the speakers, we highlight the participation of Camilo Enciso, Secretary of Transparency; Elisabeth Ungar, Executive Director of the organisation Transparencia por Colombia (a chapter of Transparency International); and Cecilia Blondet, a member of the Global Steering Committee of the Open Government Partnership.
DELEGATED COOPERATION PROJECTS
“ACTUE Colombia” is a European Union delegated cooperation project, being implemented by the FIIAPP, which seeks to support the Colombian State in the implementation of its Comprehensive Anti-Corruption Public Policy (PPIA in its Spanish acronym). The support in the preparation of the OGP Action Plan is in the context of the project’s efforts to strengthen the first line of the PPIA, oriented towards improving the accessibility and quality of public information to prevent corruption.
