Morocco goes one step further in the safety of hazardous goods transport

The twinning project on the transportation of hazardous goods in Morocco, which is financed by the European Union and managed by the FIIAPP, has organised an activity to continue the programmed actions and contribute to achieving the general purpose of the project. This purpose is the improvement of transport safety and the strengthening of structures and activities related to the transportation of hazardous goods by road in Morocco, and to support the implementation of European Agreement regulations on the international transportation of hazardous loads by land (ADR).

The missions corresponding to the project’s last component have been carried out remotely, due to the situation caused by the COVID-19 pandemic. Spanish specialists worked directly from Spain with all the documentation generated throughout the life of the project, and in contact with their Moroccan colleagues. These specialists are from the Ministry of Transport, Mobility and Urban Agenda, the General Directorate of Traffic, the Traffic Group of the Civil Guard, the Department of Transport of the Autonomous Community of Madrid, and the Ministry of Industry of the Autonomous Community of Catalonia.

During the missions, progress was made in diagnosing the structures responsible for monitoring and implementing ADR provisions and their application in Moroccan legislation for local transport. Furthermore, experts worked on the ministerial structures necessary to apply and establish the regulations for the transportation of hazardous goods.

The regulatory framework for the transportation of hazardous goods is broad and transversal, and so requires the participation and point of view of different ministries. Specialists therefore work on different and differentiated fields so that the final result includes various diagnoses and structure proposals for each one.

The development of these activities means the project has taken a great step forward, since it has offered a clear and precise view of the situation regarding the transportation of hazardous goods in the country, and has put forward the scope of each one of the ministerial structures necessary for starting up the hazardous goods transportation sector.
