Second study visit of the dangerous goods twinning project in Morocco
A Moroccan delegation from several different Ministries has participated in a study visit of the project to improve dangerous goods carriage by road in Morocco, which took place in the cities of Tarragona, Valencia and Madrid.
Participants visited facilities related to the activity of storing dangerous goods, including large storage facilities and facilities for manufacturing various chemical products, containers in port, the washing procedure for gas, liquid and solid tanks, periodic inspection of cisterns, a test procedure for the approval of parcels and packages, and the manufacture of transport units for explosives and large military explosives, among other things.
The meeting included the visit, at the Port of Tarragona, to the maritime rescue and salvage control tower, where anchorages are allocated, traffic is tracked, and entry manoeuvres by ships with dangerous cargo being conducted by maritime pilots are monitored, as well as to the port authority, where they got to learn about the “PORTUS” method of inspecting and authorizing dangerous goods and the information centralization system “HAZMAT”.
The training was completed with a visit to tank printing and preparation centres and installation centres with a strict transport protocol for the carriage of dangerous goods.
The twinning project to improve the carriage of dangerous goods by road in Morocco is financed by the European Union and led by Spain through FIIAPP and the Ministry of Development, and has been working since 2018 to achieve the objective of Morocco adapting its regulations to the regulations outlined in the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR).
