The EUROCLIMA+ project has held a meeting to address the approaches used in planning, developing and implementing climate strategies
Within the framework of Regional Collaboration for Transparency and Compliance with the NDCs and Generation of Long-Term Climate Strategies, (ELP) a meeting has been held to address long-term climate strategies in Latin America. This collaboration is an action developed by the programme financed by the European Union EUROCLIMA+ and implemented by the agencies FIIAPP, GIZ, ECLAC and UN Environment. Its objective is to reduce the gaps in the planning and implementation of climate actions in five Latin American countries: Argentina, Chile, Colombia, Costa Rica and Uruguay.
The aim of this action is to create a network for long-term climate planning, with instruments relating to knowledge and exchanges that serve its purpose. It seeks to strengthen the capacities of the countries to establish a long-term vision of resilient and low-emission development, through long-term climate strategies with a 2050 time horizon.
The meeting has addressed the different approaches used in planning, developing and implementing the ELP in Latin American countries, taking into account the main challenges and opportunities, in order to identify common elements and next steps towards a synergistic action that paves the way for the region’s long-term decarbonisation and resilience.
The session explained the lessons learned from the processes to prepare the PRS that are being developed in Latin America in order to identify the bases that the region already has and the international experiences that could enrich these processes. At the same time, participants reflected jointly on the route to decarbonisation and the role of the PRS in this, recognising that there are still many questions to be answered.
Likewise, cross-cutting issues that should be considered in the preparation of Long-Term Climate Strategies have been addressed, such as the gender approach and a just transition. In addition, emphasis was given to the importance of the roadmaps laying out how to integrate the participation of indigenous communities, the generational vision and cultural changes, climatic migrations, the need to ensure macroeconomic sustainability and fiscal stability and the challenge of integrating these aspects into the PRS, depending on the issues prioritised by each country.
