The European project CT JUST, in collaboration with the European Union Delegation and the European Union Advisory Mission in Iraq (EUAM-I), has launched a training cycle to strengthen preventive and operational capabilities in the fight against terrorism.
The main goal of this training cycle was to introduce the ‘Intelligence-Led Policing (ILP)’ model, a key tool in the fight against terrorism that allows optimising security and improving information management in police investigations. Thirty officers from the Iraqi Ministry of Interior participated in sessions given by European experts on security and counter-terrorism, with a special focus on Foreign Terrorist Fighters (FTFs) and their impact on global security.
Esta formación, encuadrada en el Plan Bianual iraquí 2024-2026, se ha centrado también en aspectos como el análisis avanzado de riesgos y financiación de grupos armados y la creación de estrategias para prevenir y desmantelar redes terroristas. Además, se han llevado a cabo simulaciones prácticas basadas en contextos reales.
In her opening speech, the CT JUST project expert and National Police Commissioner, Esperanza Jalkh, called for the strengthening of international cooperation in the field of intelligence in the fight against terrorism. Jalkh pointed out how this training cycle, dedicated to the processing of information and intelligence, represents an essential pillar for reinforcing Iraq’s anti-terrorist capabilities. She also stressed the importance of initiatives such as this to consolidate sustainable security, based on compliance with international standards and respect for human rights. She also highlighted the key role of collaboration between Iraq and the European Union as a driving force to ensure a comprehensive and effective response to the threats of transnational terrorism.
Respect for human rights and the rule of law has been a cross-cutting theme throughout the training cycle. All shared methodologies and strategies have been aligned with international standards, balancing the need for security with fundamental guarantees. The activity highlighted the importance of effective cooperation and interoperability between national and international agencies, promoting coordinated and efficient responses to terrorism and global threats.
