Good practices in the transport of hazardous goods in Morocco

A delegation from the Moroccan Ministry of Transport, Logistics and Water (METLE), specifically related to the transport of hazardous goods, made a study visit to Spain with the aim of strengthening the capacity of all the public agents involved in transporting hazardous goods by road in the country.

This visit, the third one carried out to Spain, is part of the Twinning project entitled ‘Ensuring the Transport of Hazardous Goods by Road Based on the ADR International Regulatory Framework in Morocco’, which is funded by the European Union and managed by FIIAPP.

On the first day of the visit, the participants visited the facilities of the Civil Guard Traffic Academy in Mérida, where future members of the Traffic Association are trained, both those personnel directly involved in road traffic checks and the Group’s unit commanders.

On the second day, the Moroccan delegation participated in a check on the transport of dangerous goods around Mérida. In addition, they made an on-the-ground visit, together with the traffic officers from the Civil Guard and transport inspectors from the Extremadura Regional Government, to see at first-hand how inspections are undertaken in order to reinforce the technical knowledge transmitted by the Spanish experts participating in this project.

Visit to Huelva  

Also, during the study visit, the Moroccan specialists visited CEPSA’s facilities in Huelva, where they attended the tank filling operation, its monitoring, degree of filling and the procedures followed when dealing with intermodal road-rail or sea transport, all from the point of view of merchandise shippers.

Finally, and as a complement to this activity, there was a visit to the port facilities in Huelva to see the procedures carried out from the time a vehicle is loaded with dangerous goods until the goods are shipped.
