The twinning project funded by the European Commission is now beginning, with Spain, the Netherlands and the Czech Republic working alongside the Georgian Ministry of the Environment
The country has already taken steps to bring is environmental regulations into line with European regulations. But it is a difficult task to frame the new laws, and in view of the scarcity of available resources, it is important to make a study of the situation based on a realistic approach.
To achieve this objective, the European Commission is contributing 1 million euros to fund the twinning project, run by FIIAPP, “Strengthening the administrative capacity of the Georgia Ministry of Environment and Natural Resources Protection to define and adopt a common environmental approach in the areas of pollution and industrial hazards” which was inaugurated on Friday 22 September.
The aim of the project is to enhance the administrative capacity of Georgia’s Ministry of Environment and Natural Resources Protection (MENRP) to copy and apply the environmental rules of the European Union in respect of industry, pollution and industrial hazards.
The project is designed around four components focusing on the approximation of laws concerning emissions and industrial hazards, establishing a system of authorizations based on the Industrial Emissions Directive (IED), introducing an environmental inspection system in line with the IED, and creating a database for Seveso establishments and the reporting of accidents.
In addition, the project will support the development of an important system for the prevention of accidents involving hazardous substances, and will include an obligation to develop internal and external emergency plans.
Over a 21-month period, the Xunta de Galicia , or the autonomous government of Galicia, alongside Czech and Dutch experts, will work with its Georgian counterparts to support the process of adapting the system of environmental authorizations in Georgia.
