The Cuba-EU Expert Exchange Programme II supports the modernisation of the Official Gazette of Cuba with the expert participation of the BOE
Within the framework of the Cuba-EU Expert Exchange Programme II, financed by the European Commission and managed by FIIAPP, representatives of the Cuban Ministry of Justice (MINJUS) and the Official Gazette of Cuba participated in a study visit to Spain to learn first-hand about its Official State Gazette (Boletín Oficial del Estado or BOE ).
The activity is part of the support that the programme provides for the modernisation process of the Official Gazette of the Republic of Cuba and consisted of training activities on legal and computer topics and an exchange on the progress made to date, and the steps to follow for future actions.
On behalf of the manager of the project, FIIAPP, its general secretary, Inmaculada Zamora, received the Cuban delegation, led by the First Deputy Minister of Justice, Rosabel Gamón Verde and the Director of the BOE, Manuel Tuero. In this meeting, the MINJUS and the BOE described the joint work process that they have been developing for five years in the framework of the programme for the modernisation of the publication process of the Official Gazette.
During the meeting, it was highlighted how this process has contributed to increasing legal certainty and facilitating access to up-to-date information for citizens. Discussions also covered how the specialised staff of the Gazette are being advised on the operation and work dynamics of the BOE, with the aim of perfecting the Cuban system for publicising laws and regulations as well as the computerisation and automation of the work processes.
Another aspect highlighted was the importance of having a system for the digitisation and preservation of the Cuban legal system, as well as programmes that allow updated and agreed legislation to be obtained and issued, all of which is also being worked on with the BOE and the support of FIIAPP.
In the words of Daisy Miriam González, director of the Official Gazette, “the expert exchange project has been key to the development of the Gaceta since 2017, since at that time, the institution did not even exist as such, the work being spread among three separate directorates within the Ministry of Justice.”
Likewise, the First Deputy Minister of Justice of the Republic of Cuba, Rosabel Gamón, indicated that “this study visit sponsored by the BOE and FIIAPP has turned the spotlight on something the Ministry had in mind to develop, namely a glossary of the most frequent legal terms, so following this week’s work we are considering introducing more sophisticated search tools in Cuba, like those presented by the BOE in the last few days.”
