Together with the Office of Planning and Budget of Uruguay, the results of the 2016-2019 Action Plan for a Life Free from Gender Violence are presented
“Living without violence, commitment of State”. Under this motto, the National Consultative Council and the Uruguayan Network against Sexual and Domestic Violence of Uruguay organised an act to show their commitment to the elimination of violence against women.
Participating in the meeting was EVALÚA, a project funded by the European Union and managed by FIIAPP, which presented to the participants the results of the Action Plan for a Life Free of Gender Violence, with a generational perspective.
The main conclusions and recommendations of the evaluation confirm that the Action Plan has meant an unquestionable advance in the incorporation of public policy on Gender Violence, with an important development in the response system through an improvement of intra- and inter-institutional coordination, and with the approval in 2017 of Law 19580 on Gender-Based Violence against Women, which constitutes a very significant milestone, especially due to its comprehensive nature.
The Plan has also served to raise social awareness of the role of the State and other social bodies as responsible in the fight against gender violence and in the demand for accountability to the State: civil society, academia, the media, etc. At the same time, areas for improvement have been identified and it has been explained that it is essential for Uruguayan public policy related to the Plan and the Law to have continuity.
As a whole, the Action Plan has strengthened public policy based on the new regulatory frameworks and the strengthening of the response capacity of various institutional areas.
At the event, which was attended by representatives of the Ministry of Social Development , the Ministry of the Interior , the National Women’s Institute and the Institute of Children and Adolescents of Uruguay, the website of the Observatory on Gender-Based Violence and the first results of the Second National Survey on the Prevalence of Gender-Based Violence were presented.
At the close of the meeting, the representatives of the above-mentioned institutions reflected on the future and asked everyone to defend the advances in public policies and in the regulatory framework, as well as continuing to work to avoid any type of setback in this area.

The evaluation also identifies several areas for improvement, for which it is considered unavoidable that Uruguayan public policy related to the Plan and the Law should have continuity. In this regard, the relevant international commitments, Law 19580 itself, which requires a new Plan to be implemented, a body of public officials with the necessary knowledge and practices, and the Second Survey of the prevalence of gender-based violence, are all instruments that can facilitate and assure the continuity of the Action Plan for further advancement and improvement along the paths marked out.
At the close of the event, the representatives of the above-mentioned institutions reflected on the future and asked everyone to defend the advances in public policies and in the regulatory framework and to continuing to work to avoid any type of setback in this area.
