This Police Information Exchange System (SIPA) for Ameripol gives the police of Bolivia, Brazil, Colombia, Ecuador, Panama and Peru modern, secure and encrypted communications to further optimize the police information exchange system. It also allows the use of software for storing data to be shared by the six countries involved in this project, which was financed entirely by the European Union.
In the police forces of each of the six participating Latin American countries, the SIPA system has created Ameripol units with cutting-edge technology, high-level training in criminal and strategic intelligence and operational capacity that will make it possible to further combat cross-border crime. The initiative, managed by the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), took nearly three and a half years to become a reality.
Similarly, the system, now in its first phase, will initially exchange information about organized crime, especially drug trafficking, affecting the region and aimed at Europe. It will be possible to establish coordination relationships in the future through Ameripol and Europol, when the former acquires legal personality.
In this regard, a letter of intentions was signed last year between the two organizations based on a memorandum of understanding between Ameripol and the European Union for the implementation of the SIPA, among other objectives. The general objective of the letter of intentions is to strengthen cooperation between the two bodies, explore joint synergies, offer assistance and shared experiences, and ensure cooperation. In addition to exchanging information within their respective legal frameworks on its implementation in internal security. “Thus Europe represents a key ally for the region through the Ameripol project and the police forces of the six countries”, added Ambassador Van Gool.
Ameripol seeks to improve the international cooperation capacity of the police forces, judicial authorities and prosecutor’s offices of Bolivia, Brazil, Colombia, Ecuador, Panama, Peru, Venezuela, Barbados, Trinidad y Tobago to achieve, among other things, greater coordination in the fight against organized crime.
En este sentido, el año pasado se firmó una carta de intenciones entre las dos organizaciones cuyos antecedentes son el memorándum de entendimiento entre Ameripol y la Unión Europea para la implementación, entre otros objetivos, del SIPA. El objetivo general de la carta de intención es reforzar la cooperación entre los dos organismos, explorar sinergias conjuntas, ofrecer asistencia y experiencias mutuas y asegurar la cooperación. Además intercambiar información dentro de sus marcos legales respectivos sobre la ejecución en la seguridad interna. “De esta manera Europa se constituye en un aliado clave para la región a través del proyecto Ameripol y las policías de los seis países”, agregó la Embajadora Van Gool.
Ameripol busca mejorar la capacidad en cooperación internacional de las Policías, las autoridades judiciales y las fiscalías de Bolivia, Brasil, Colombia, Ecuador, Panamá, Perú, Venezuela, Barbados, Trinidad y Tobago, para conseguir, entre otras cosas, mayor coordinación en la lucha contra el crimen organizado.
