The study is based on the so-called “Action for Climate Empowerment” and its capacity to bring about change in Latin America
The publication, which is part of the collection of Thematic Studies that the EUROCLIMA+ project periodically prepares, presents the latest news on the design and implementation of climate plans and policies in eight Latin American countries: Chile, Uruguay, Ecuador, Peru, Costa Rica, Cuba and the Dominican Republic.
The Study contains innovations that facilitate compliance with Article 12 of the Paris Agreement, which, in turn, includes the Action for Climate Empowerment – ACE Article 6 of the United Nations Framework Convention on Climate Change (part of the UNFCCC). It covers six interdependent and interrelated dimensions: education, training, public awareness, public participation, public access to information and international cooperation.
The publication contains the actions that are taking place in some countries of the region, regarding each of the six ACE dimensions, and aspires to be the starting point for the joint development of public policies that can guarantee the inclusion of ACE actions in their Nationally Determined Contributions.
The publication, prepared by Yayo Herrero and Gloria Arredondo, also includes experiences developed by different international organisations in these countries. In addition, it has been drawn up under the coordination of FIIAPP, one of the implementing agencies of the European financing project.
Finally, it is worth noting that the contents of the study served as the basis for submitting a contribution to the UNFCCC for the development of the Doha Work Programme, the instrument of the Convention for the development of Article 6.
