The European Commission’s project to reduce road accidents in the country

Rail safety has been an outstanding issue in Egypt for years and, therefore, the European twinning project was developed to “Support the Egyptian Ministry of Transport in the implementation of the Safety Management System in Railways“ with the aim of reducing accidents on railway lines.
The project, managed by the FIIAPP with EUR 1,300,000 financed by the European Commission, supported the implementation of several reforms in the safety systems in both rail regulation and legislation and in institutional and staff training.
Among other objectives, methods of accrediting drivers of the ENR, the Egyptian Railway Network, the certification method and monitoring of the safety procedures, a new regulation for level crossings, as well as training control centres and other reforms in the field of railway safety have been developed and improved in line with European standards.
To do this, the project worked with the Ministry of Public Works and Transport and the participation of experts from the State Agency for Railway Safety, ADIF and RENFE, which, worked with their Egyptian counterparts for 27 months on railway safety in the country.
The results and achievements of the project were presented at the closing event, held in Cairo in the presence of the Egyptian Minister of Transport, Hesham Arafat. They included capacity building in relation to the implementation of the regulatory framework, and modernisation of the safety management system in line with the acquis communautaire.
