The Economic and Social Council (CES) of the Dominican Republic coordinated and promoted the National Pact for Educational Reform in this country, a process driven with significant support from the Ibero-American Foundation for Administration and Public Policies (FIIAPP) through the EUROsociAL programme.
The reform guarantees free, compulsory public education of quality from the age of three. In addition, it works for democratization and equal opportunity in access to education from primary to upper levels, improvement of teacher-training programmes and development of the professional career path for teachers and professors, as well as promoting a culture of assessment in the educational system.
The support provided by EUROsociAL to the Economic and Social Council of the Dominican Republic was very important in driving the process and legitimizing the role of CES in same. The main EUROsociAL contributions were:
1) Getting all the stakeholders involved in education to sit down at the table for preliminary discussions.
2) Proactively presenting the need to start working in this area to the Government.
3) Strengthening the institutional position of the CES by having it fulfil its role in coordination and promotion of social participation.
4) Identifying CES council members to develop their capacities for communication and dialogue for reaching agreements and seeking consensus.
The support provided to the Dominican Republic falls within the Social Dialogue Thematic Area being coordinated by the FIIAPP with the Spanish CES as its operational partner.
