A Spanish team from the General Secretariat of Penitentiary Institutions has travelled to work with their counterparts in Kyrgyzstan
Kyrgyzstan is in the process of prison reform and is open to fostering institutional cooperation actions. In the framework of this process, several activities organised by the European project CADAP 7 have taken place.
About a year ago, a delegation from the Sentence Enforcement Service of the Ministry of Justice of Kyrgyzstan visited Spain, after which it was agreed to strengthen institutional cooperation through the design and implementation of specific programmes to improve the skills of prison staff and the care of inmates with addiction problems. All of this with the intention of improving the psycho-health care services for the prison population.
Now, five Spanish professionals in the field of prison health, treatment and prison security have had the opportunity to learn about the programmes that are currently being applied in prisons in the Asian country, as well as their pending challenges and challenges, gathering the necessary information to identify possible areas of collaboration.
To this end, the team of specialists participated in a dialogue with the country’s authorities, visited two penitentiary centres and held meetings with key actors from the Sentence Enforcement Service, penitentiary centres, international organisations and non-governmental organisations involved in drug demand reduction programmes with the prison population.
Once the training needs of prison staff have been identified, it is expected that the team of specialists will design and carry out specific training actions aimed at staff of the Service for the Execution of Sentences and propose pilot initiatives on prevention, treatment, harm reduction, rehabilitation and reintegration of the prison population with addictions to psychoactive substances.
