The 2nd EU–Cuba expert exchange programme supports Cuba in the process of digitalising society and implementing electronic government.

The 2nd EU–Cuba expert exchange programme, funded by the European Union and managed by FIIAPP, has organised virtual workshops on development strategies for MSMEs to support electronic government and the process of digitalising society, both of which are a priority for Cuba.
From February to May, technical exchanges are being carried out with the Estonian e-Governance Academy, who are sharing the lessons learned in their national and international projects with specialists from the Cuban Ministry of Communications, collaborating to analyse where Cuba is at in terms of electronic government, and making proposals and recommendations adapted to the development of electronic government in the country.
The Cuban Ministry of Communications wants to develop an information system capable of offering accurate information on the progress of the implementation of digital government, sharing existing good practices, guaranteeing high-quality, strategic information to improve public policies, and enriching the electronic government development agenda with scientific research.
Cuba faces a huge and very significant challenge that is a high priority for the country. So much so that it has been included in Cuba’s National Plan for Economic and Social Development 2030 as one of the projects of the ‘effective and efficient government’ programme that will impact Cuba’s path toward achieving the sustainable development goals (SDGs) of the United Nations 2030 Agenda, specifically in relation to good health and well-being; quality education; gender equality; decent work and economic growth; industry, innovation and infrastructure; and responsible production and consumption.
