The training visit is one of the activities of the “Cuba-EU expert exchange” cooperation programme managed by the FIIAPP. Its objective is to support Cuba in its socio-economic modernisation process.

Two civil servants from the National Tax Administration Office of Cuba (ONAT) are currently in Spain to learn about the work being done at the State Tax Administration Agency of Spain and, specifically, to receive training on subjects related to perfecting computer applications for extensive taxpayer control.
This study visit, which concludes next Friday, is part of a delegated cooperation project which seeks to support Cuba in its socio-economic modernisation process. Entitled “Cuba-EU expert exchange”, the project is funded by the European Commission in the amount of €3,500,000 and is being managed by the FIIAPP.
The FIIAPP selects European experts and institutions and from third countries to carry out an exchange of experiences, knowledge and best practices with the Cuban professionals. The study visits take place in both Spain and Cuba, with the sending of European experts to the Caribbean country to transmit their experience to their local counterparts. Last month a Cuban delegation came to Spain to learn about regulatory mechanisms in the agro-food sector, among other subjects.
Delegated Cooperation Projects
Delegated cooperation is a cooperation model of the European Commission characterised by delegation of the responsibility for budget execution to a more specialised institution, in this case the FIIAPP. The institution in question has the capacity to award projects, sign contracts and disburse funds, assuming the same role as the European Commission in the implementation of programmes and projects.
Since the FIIAPP in 2011 successfully passed the European Union accreditation process for indirect management of the EU budget, contracts for delegated cooperation projects in Cuba, Colombia, Angola have been signed, in addition to one programme in West Africa.
