Climate change and long-term strategies

Representatives of the environment ministries of Argentina, Chile, Colombia, Costa Rica and Uruguay have participated in the presentation of the action “Regional collaboration for NDC transparency and compliance through the generation of long-term climate strategies”, which has taken place in Panama City. 

At the 2018 climate summit (COP24, Katowice), these five countries asked the EU to strengthen the support capabilities that make it possible to develop long–term strategies (LTS).  

These countries need to strengthen their capacities in order to meet nationally determined contributions (NDCs) and climate action in cities, aimed at accomplishing the goals of the Paris Agreement. 

This action aims to reduce shared gaps in the planning and implementation of climate actions in Argentina, Chile, Colombia, Costa Rica and Uruguay. It will be done by creating a network for long-term climate planning through knowledge and exchange instruments.   

So far, the network has managed to develop a consolidated work plan, with a proposal and institutional agreements that outline the work between agencies and countries. In addition, a budget has been achieved, along with significant progress in background studies and recommendations for LTS.  

In Latin America, cities account for approximately 80% of the population and, therefore, 80% of production and consumption, making them particularly vulnerable to climate change and at the same time making them fundamental players in implementing mitigation and adaptation measures. For all these reasons, climate action in Latin American cities is very important for achieving the goals of the Paris Agreement.  

The EUROCLIMA+ programme, funded by the European Union, seeks to promote good practices to carry out mitigation and adaptation action plans at the city level. This action has been carried out in the line of action “Strengthening of institutions, plans and policies related to development and advancement of national climate change goals”, which is implemented through the agencies UN Environment, ECLAC, GIZ and FIIAPP.
