The Republic of Azerbaijan has a new Maritime Transport Law thanks to implementation of the EU twinning project entitled “Improvement of maritime safety, security and marine environment”, managed by the FIIAPP with the collaboration of the Spanish Ministry of Public Works.
As the final formality, on 14th May the President of the Republic of Azerbaijan, Ilham Aliyev, signed the implementing decree of “Maritime Law” No. 945- IVQ, ratified on 18th April 2014, as well as the corrections to the “Statute on the State Maritime Administration of the Republic of Azerbaijan” of 2006.
The law consists of seven chapters and 29 articles prepared jointly with Spanish experts on the maritime transport sector. This new legislation regulates the activities of the merchant marines, construction of ports and their opening and closing procedures, implementation of port services, as well as the regulatory provisions that determine the basis of state regulation of port activities.
The law also includes provisions covering the shipping registry of Azerbaijan, maintaining security in ports, the main requirements for owners of port facilities, the fees for their activities and the characteristics of maritime transport.
Ratification of the “Port Law” in the Republic of Azerbaijan and the signing of its implementing decree represent a very important step for this country towards compliance with international agreements for port management.
