The PASCAL European project supports the improvement of local governance through more inclusive participation mechanisms that strengthen institutions

On 2 February, the PASCAL project was presented in Luanda, aimed at supporting civil society and Local Administration in Angola. The project, funded by the European Union, aims to contribute to economic growth and social development in the country through inclusive, heterogeneous and effective participation by civil society in the local governance process.
The event was chaired by the head of the European Union Delegation in Angola, Jeannette Seppen, and the Secretary of State for Local Authorities, Márcio Daniel, who stated that this project is “timely and necessary”. He also admitted that “the more and better prepared the members of civil society organisations and local government bodies are, the better the quality of Angolan democracy will be”.
The project, implemented by FIIAPP and the Central Project Management Agency (CPMA) of Lithuania “will facilitate interaction with other geographies, from which new practices can be learnt to improve the quality of interaction at the local level”, explained the Secretary of State. In addition, the project will have the strategic collaboration of the Spanish Federation of Municipalities and Provinces (FEMP).
For her part, the head of the European Union Delegation in Angola, Jeanette Seppen, indicated that the project is “aligned with the objectives of the National Development Plan of Angola (2018-2022) and with the Strategic Plan for Territorial Administration“. In addition, she commented that “the logic of the programme envisages the increase in citizen participation and a more capable and empowered civil society to increase collaboration in local governance and as an effective way to achieve stable structures for coexistence and the strengthening of democratic mechanisms”.
In this way, the PASCAL project will focus on promoting the exchange of knowledge, skills and good practices between the European Union, Angola and other African countries. The objective is to support the institutional strengthening of the country and create mechanisms for the inclusive and effective participation of citizens.
