Within the framework of the PASCAL project, a delegation from the Ministry of Territorial Policy and Democratic Memory and the Spanish Federation of Municipalities and Provinces visited Angola with the aim of aligning cooperation strategies in the field of territorial policies.
Angola has received a Spanish delegation composed of representatives of the Ministry of Territorial Policy and Democratic Memory and the Spanish Federation of Municipalities and Provinces (FEMP). This visit, carried out in the framework of the European PASCAL project, aimed at aligning cooperation strategies to strengthen institutional capacities and promote territorial policies that directly benefit local communities.
During the visit, the delegation was received by His Excellency, the Minister of MAT, Dr. Dionísio Manuel da Fonseca, who stressed the importance of strengthening cooperation ties between Angola and Spain. The visit to the Gallery of National Symbols reinforced the mutual commitment to promote strategic partnerships, valuing Angolan cultural diversity.
Spanish representatives gave a lecture at the Introduction to Public Service course for 300 local government officials in Angola. The course addressed challenges of the Angolan administrative system and presented innovative solutions for decentralization and public management, with practical examples from the Spanish experience in financial deconcentration and conflict resolution. This initiative reinforces PASCAL’s commitment to train leaders and strengthen local governance.
The PASCAL project has also organized a conference on “Territorial Policy and Municipal Networks in Local Development” at the National School of Administration and Public Policy, ENAPP, in Luanda. The event brought together 120 participants, including specialists from Angola and Spain, to discuss decentralization and territorial cohesion. The conference highlighted the Spanish model of decentralization, promoting the transfer of competencies to local levels of governance and reinforcing PASCAL’s mission to bring public services closer to the needs of communities.
The last day of the visit was dedicated to cultural activities and a radio program, where the Spanish representatives discussed the reasons for the visit and took stock of the activities. This exchange marked a significant step in strengthening bilateral relations and promoting a more efficient public administration closer to the communities in Angola.
