The CEDDET Foundation, with the support of the FIIAPP, has advised the Undersecretariat for Transparency and Anti-Corruption on the implementation of virtual training for a greater transparency of the public institutions of El Salvador.
EUROsociAL facilitated two experts and a technical assistance programme to provide consultancy on this initiative, through the CEDDET Foundation and the FIIAPP, which, together with the Chilean Transparency Council, have provided support in the implementation of virtual training to enable El Salvador to advance in transparency.
The virtual courses are part of the training strategy of the Undersecretariat for Transparency and Anti-Corruption (STAS) to increase understanding among both the public sector and society as a whole, aimed at civil servants and teachersof the Ministry of Education, regarding the right to gain access to public information.
This year, the plan indicates that several online courses will be developed and this began in May with ‘the classification of reserved information’ and ‘express transparency’. There are already 50 students registered and takingthem.
María Adela García, an expert from the STAS, informed that the virtual training is free and the content of “The Classification of Information” is aimed more at civil servants of the public administration: heads of the UACI (the Institutional Procurement Unit), the administration, legal affairs and other experts. In municipal councils, it could be of interest to municipal secretaries and unit heads.
The course“Express Transparency” is conceived and designed for teachers. It looks atthe theoretical framework of transparency and what that means for good school governance. It also addresses the relationship between transparency and ethics, and what the duties of the public servant are. In addition, it studies accountability mechanisms so that the school’s work becomes more transparent.
Virgilio Peña, coordinator of the Training Department of the STAS, said that they aim to train 500 teachers during the year on the Express Transparency course, plus 200 civil servants in the Classification of Reserved Information. There are also plans to create others aimed at journalists and NGOs which are at the design phase.
With funding from the Inter-American Development Bank (IDB), the online Diploma in Access to Public Information is being prepared, with the aim of increasing territorial coverage and coverage to other public and private institutions whose experts cannot do the course in-situ.
