Brussels played host to this month's opening ceremony for the second phase of the 'Global Crisis Response and Support Programme', a programme focussing on both the natural disasters (e.g. hurricanes) and security crises (e.g. violence, crises of state, etc.) which may occur in the member countries of the project's beneficiary organisations: the Caribbean Community (CARICOM) and the Organization of American States (OAS).

The four agencies representing CARICOM (IMPACS, CDEMA, CARPHA and RSS), the OAS and representatives of the European Commission, the institution financing this cooperation project, as well as the FIIAPP and the German agency in charge of the project management, all participated in the launch event for this second stage, which included a review of the programme’s development and its implementation points, with the initial activities beginning this week.
The objective of this two-year long project is not only to improve the crisis detection capabilities of early warning systems but also to ensure that they are capable of providing a response to possible threats and to stimulate cooperation between institutions.
FIIAPP Expert
The FIIAPP has deployed a Spanish expert, Gema Redondo, to the area to work on the reliability of the early warning systems in the countries associated with these organisations. During the first phase of the project, Gema conducted an assessment of each of these organisations to see what capabilities they possessed and establish their requirements in terms of training.
As a result of this analysis, a training programme has since been designed for implementation during this phase. This FIIAPP expert, who is currently based in Barbados, will oversee its implementation. The beneficiaries of the training will be those who carry out early warning tasks within these organisations. Gema will also be responsible for recruiting expert trainers to convey the necessary knowledge to students of the training programme, for which she will seek the assistance of the European Network of Implementing Development Agencies (EUNIDA).
