    Women with disabilities, united for their rights in Sudan

    Civil society plays a key role in the inclusion of people with disabilities, especially women, in Sudan. The main challenge is that they become aware of their rights, also at institutional level

    6% of all Sudanese citizens are disabled. Although there are specific policies and laws aimed at this group, they continue to be discriminated in their communities in relation to accessing services or their rights. 

     

    The main challenge they face is the limited awareness of these specific rights. Therefore, at present, civil society associations are actively working to make people with disabilities in Sudan aware of their rights and how to obtain them, while promoting policies and laws to boost them. 

     

    For example, the right to a better education or access to the labour market are two of the main challenges that they face. Universities and schools in Sudan are not well equipped for people with disabilities. Jobs are available, but there are accessibility issues in the work environment. 

     

    In Sudan, in addition to associations for each type of disability, the Organization of Women with Disabilities includes all women, regardless of the type of disability they have. This organization works as a network that promotes the exchange of experiences among women with disabilities, which allows them to understand the needs of their colleagues and work together to help and support each other. The organization’s main objective is the social inclusion of women with disabilities in their communities. 

     

    One of the success stories of this project was the case of a girl with visual impairment who stopped going to school and stayed at home for 14 years. The organization has now helped her to finish her school education. They sent her to a specialized institution for blind people, they paid her fees and she has now passed the exam to go to university. 

     

    Another woman asked for our help to go to university because the Faculty of Education refused entry because she had a hearing disability: how was she going to work as a school teacher if she could not hear the students? Faced with this situation, the organization went to the University to solve the problem and allow the woman to continue studying, which we hope will allow her to develop her professional career as a teacher in the future.  

     

    The fact is that access to employment for women with disabilities is still limited in Sudan. Hence, here at the organization we place a lot of importance on the work we are doing together with Bridging the Gap, a project funded by the European Union, coordinated by the FIIAPP and implemented in Sudan through the Italian Agency for Development Cooperation (AICS, for its initials in Spanish). In particular, we work in the state of Gedaref to strengthen the capacities of women with disabilities from rural areas and thereby increase their chances of finding a job or creating business opportunities and cooperatives.  

     

    These training activities promote the awareness of teachers, families and people with disabilities about the right to education and the inclusion of women with disabilities in the labour market, which benefits society as a whole. They also work to create a better environment, better accessibility and equipment, and to correctly deal with people with different types of disabilities. 

     

    In general, the Sudanese community considers disability as a stigma, although views differ. While some people are accepting of disability, others hide their children from friends and family. They are afraid of having children with disabilities, especially girls, because they believe that they will not be able to protect themselves when they are walking down the street from sexual abuse, for example. Therefore, they keep them inside the house, which becomes a prison for them. Access to education and, subsequently, to the world of work, therefore becomes a liberating experience for them. 

     

    Bridging the Gap is a good project because it works with both Government authorities and with people with disabilities themselves. This helps Sudanese society to reduce the gap between people with and without disabilities and for this to be reflected in policies and laws. 

     

    In this sense, the role of civil society is key since the country’s institutions usually request their support when they have to address disability issues because officials are not prepared to deal with people with disabilities. Nevertheless, the National Council for Persons with Disabilities is working on a Strategic Plan for People with Disabilities in Sudan that, once approved by the Government, should be adopted by all Ministries. 

     

    In the past, women have been poorly represented in organizations related to disability in Sudan. But now it is considered that women have the ability and are prepared within communities to talk about their rights.

    About the Project 

     

    Bridging the Gap has the backing of Sudanese national institutions and is in line with the country’s development strategy, which includes support for the social inclusion of people with disabilities. The project seeks to help strengthen the participation of national civil society organizations and organizations for people with disabilities in policy formulation processes. The Organization of Women with Disabilities continues to work so that these inclusive policies pay special attention to women with disabilities.

    The importance of international cooperation on customs surveillance

    The cross-border nature of the crimes faced by customs surveillance requires international cooperation and coordination efforts by the institutions responsible

    In Spain, the Customs Surveillance Service is a Sub-Directorate General attached to the Tax Agency’s Customs and Excise Duties Department and belonging to the Ministry of Finance and Public Function. It is made up of officials who are considered law enforcement officers (customs and excise officers and judicial police officers) who work all over Spain and in its airspace and territorial waters. The tasks it undertakes essentially consist of curbing petty and large-scale smuggling and combatting drug trafficking and other similar crimes, money laundering, tax evasion and the informal economy. All of these have an increasingly global dimension.

     

    In regard to international cooperation on customs surveillance, coordination and cooperation between national and European bodies and with third states are of vital importance , both in general for the public and the State and in particular for the organisations involved in this cooperation, such as the Tax Agency’s Sub-Directorate General of Customs Surveillance.

     

    The scale of the illegal activities dealt with by us as an organisation takes various forms: firstly, because these are activities that extend beyond state borders and, secondly, because the perpetrators take advantage of the differences in legislation between the states and look for loopholes so that they can carry on their criminal activities.

     

    In this sense, therefore, the fight against this complex type of crime faces many difficulties, although it tends to end in success. In most cases, the flow of information and the coordination between the operational resources of the different countries are what makes this success possible.

     

    The twinning project named “Improving maritime surveillance in Turkish customs”, which is managed by FIIAPP, is currently taking place between the Spanish and Turkish customs services. The project is intended to improve the knowledge and techniques of both States so as to bring about internal improvement and implement new techniques and new operational tactics in our searches and routine work that will help us to devise and have a new vision of how we can operate against these mafias.

    About the Project

     

    The aim of the Improving Maritime Surveillance in Turkish Customs project, which is financed by the European Union and managed by FIIAPP in collaboration with Douanes & Droits Indirects, is to try to improve the surveillance ability of Turkey’s maritime customs service. It also seeks to ensure that the country fulfils the obligations in this area set by the European Union for Member States.

     

    Since last November, experts from Spain’s IEF (Institute of Fiscal Studies) and AEAT (State Tax Administration Agency) have been working with their Turkish counterparts to improve the skills and procedures of the country’s customs surveillance, from illegal trade to forgery and other related offences. Spain and Turkey have similarities in this area as both countries have a long coastline and also have to cope with a strait that forms a bottleneck for shipping. Both countries also form a bridge between two continents, so that the risks and threats they face are very similar.

    Angola 2030

    We recognize the actions of the project that contribute to local development in the country and improve the situation of Angolan municipalities

     

    Wednesday, 5 March 2030, 38 degrees in the shade, the electricity is on and the thermostat is set at 23 degrees (it’s been some time since there were power cuts).

     

    – Good morning, Minister. We have a few problems: someone has been trying to hack the family information network, although they didn’t succeed. We have to try to increase security. If not, we’ll have problems with the privacy of information act.

    -But… Did they manage to get in and copy any information?

    -No, the firewall the Spanish installed for us a short time ago prevented it, but not without problems.

    -By the way, Joao, I’m seeing that in Cuando-Cubango the maps are showing in light yellow that 3 micro-areas between Cuito Cuanavale and Mavinga are on the alert for dengue fever, but there’s one in the middle that’s not marked…

    -Let me see… Yes, it doesn’t seem logical; I’ll go and see what’s happening and let you know.

     

    Joao Mungamba goes to see what’s happening with the family record information system that is part of the municipal information systems.

     

    -Minister, I talked to the Department in Menongue and it seems that the ADECOS in that micro-area didn’t manage to enter the information from their mobile phones because of a connectivity problem, but it’s already been solved and we’ll have up-to-date information shortly. They also informed me that there are mosquitoes in that micro-area, so that, when they update the information, it will also be on pre-alert. I saw on the system that a fumigation team had problems with the sprayer but that’s been solved and now they’re spraying in Longa.

     

    This is what we imagine today the situation could be llike in Angola in 2030, thanks to the work being done since 2015 by FIIAPP and the Social Aid Fund (FAS), to implement the project “Support for the Local Development Programme”, financed by the European Union.

     

    Angolan municipalities, in real time

     

    As part of this project, FIAPP is assisting with a new method of municipal profiling, which, thanks to the addition of new technologies, is becoming dynamic. In other words, it is changing as the municipality grows. This process has helped to empower the local authorities.

     

    Municipal profiles are no longer static photos of the situation in the area that quickly became obsolete. With this new methodology, the snapshot of the municipality is updated in real time each time that a new piece of information is collected, which helps the Angolan local authorities to adjust their plans and make informed decisions.

    But, how does it work? The process for creating dynamic municipal profiles consists of municipal technicians entering information into a database using mobile apps during their field visits. This permits geo-referenced and photographic data to be collected, which is constantly updated according to the different changes in the municipality.

     

    Using this information, the data are analysed and tables and graphics produced containing specific information for the different sectors: education, healthcare, basic sanitation, etc. This makes it easier to draw maps automatically. From these renderings, grouped by sector and by commune (a political and administrative division of Angolan municipalities), the municipalities aided by the project have created their municipal profiles.

     

    The advantage of this method is not only that it is dynamic but that it also makes a contribution to the endogenous development of the municipalities, as the information is collected, generated and stored locally. It forms an important basis for the development of the country’s municipalities (the first municipal elections are planned for 2020).

     

    To complement the process, the project has contributed to the development of a Basic Municipal Information System (SIBM), a web-based tool that allows access to the municipal database from anywhere in the world and provides information on the municipality by sector.

     

    This tool allows the Angolan Ministry of Territorial Administration and State Reform (MATRE) to have immediate access to up-to-date information on the situation in the municipalities, helping it to make decisions and design public policies based on the real needs of the municipalities.

     

    ADECOS as community spokespersons

     

    In parallel, the project is implementing a pilot phase of the National Community and Sanitation Development Agents Programme (ADECOS). The ADECOS serve as a communication link between the community and the local authorities for basic services designed to promote social inclusion and active citizenship. They are responsible for promoting the development of the community and of the households in their area of operation by working with the families and community leaders on a daily basis.

    Supervised by MATRE and the Ministry of Health and coordinated by FAS in conjunction with the provincial governments and municipal authorities, each ADECO is responsible for recording and following up on 30 families in a micro-area each month. This pilot phase, which is financed by the project, involves 670 ADECOS and benefits a population of over 130,000 people in 18 municipalities in 6 provinces in Angola. Currently, the information is collected manually but work is being done on collecting it digitally and entering it in the municipal database in order to draw up a dynamic municipal profile.

     

    The ADECOS programme seeks to be successful and to become an international reference model, especially for the African continent. As it is large-scale and can have a positive impact on all of society, the World Health Organisation (WHO) and UNICEF are highlighting and recommending Community Development Agents as one of the most effective strategies for promoting basic social actions.

     

    The work done at the municipal level could lead to the computerisation of much of the data that only exists on paper, making it easier to process it, improving its quality and permitting its dissemination, so that it can become the monitoring and planning tool in the fictional dialogue at the beginning of this report. Ultimately, it will allow local, provincial and national authorities to produce plans based on better information to benefit the people of Angola.

    Europe Day: 20 years of twinning

    In the framework of Europe Day, we get deeper in the history of Twinning projects. 20 years of peer-to-peer cooperation in the European Union, with FIIAPP as one of the largest operators

    International cooperation starts from home. While reaching the most distant corners of the world shows the ability to promote standards and contribute to institution building in the most fragile countries, looking closer to home may be more complicated and necessary than we think.

     

    We talk about sustainable development goals and an international framework that aims to change the global picture in relation to poverty, climate change and inequality, whose results should become visible in the next decade. Without wishing to downplay the issue, we must bear in mind, in this quest for global change, that cooperation between Europe and its neighbouring countries (from the Maghreb to the Caucasus) is still as important as it was 20 years ago, when the European Commission established its twinning programme.

     

    An instrument for institutional dialogue

     

    With the aim of disseminating the institutional model of its Member States and creating a framework for dialogue between peers, the European Commission designed a new instrument based on demand back in 1998: Twinning. The Twinning projects have proved to be a useful tool in the last 20 years by helping candidate countries align their legislation with the EU’s institutional framework, share good practices and strengthen the rule of law.

     

    Twinning is also a tool which has grown and developed in its short history. Born as an instrument intended uniquely to candidate countries, it now includes neighbouring European countries and has become a complex form of technical cooperation through the more than 2,700 initiatives since its inception.

     

    The most important feature of the Twinning projects is their results-based approach, as it was one of the first EU instruments for cooperation to focus on specific and mandatory results. While this impact-based vision is now firmly ensconced, it has not always been a reality in the daily work of the majority of donors.

     

    In addition, the Twinning programme has also been the Commission’s first foray into projects based on demand. A vision that has now spread to other regions, but which continues to have its roots in these pioneering initiatives.

     

    The recognition the programme has received from other European institutions is an additional argument for being aware of the impact these projects have had over the last 20 years. For example, the EU Court of Auditors emphasises that twinning has the capacity to act as a -catalyst for launching reforms in the candidate countries by bringing together experts from Member States and candidate country administrations and promoting the adoption of EU legislation-.

    As the only Spanish institution responsible for managing these EU projects, FIIAPP has implemented over 350 Twinning projects and is one of the most important European Twinning operators.

     

    There have been many FIIAPP success stories among these projects, but it is worth discussing those highlighted in the EU’s own annual activity report. In this sense, we can take the example of the 2016 report, which discusses Tunisia and the way the projects undertaken in the region have contributed to the country’s democratic transition.

     

    Specifically, the project supporting the Ministry of Justice has helped to modernise the selection and training of judicial personnel in the country. These have been concrete advances, key to aligning the justice sector with international standards.

     

    The case of Tunisia and its institutional needs in the post-Arab spring context is just one example of how FIIAPP supports the modernisation and democratisation of public administration through this type of project. Other examples cover topics as diverse as migration, social policies, rights, economic development, communications, security and the green economy.

     

    FIIAPP, together with other European operators, is contributing to the development of this instrument and its participation and involvement in different working groups on the future of Twinning is a proof of the EU’s commitment to this funding tool.

     

    Future prospects for the twinning instrument

     

    In recognition of the success of this instrument, the Commission is considering extending it to other regions, such as Latin America and the Caribbean. Given its evolution from an instrument dedicated solely to candidate countries to one used in the relation with other European neighbours, this extension seems possible.

     

    However, a convincing argument on the advantages of this framework remains to be made,  in comparison for example initiatives funded by the Development Cooperation Instrument.

     

    While in the case of Latin America a similar regulatory framework can facilitate this type of undertaking, in other regions the work that remains is even greater if Twinning is to be transformed into a global instrument, applicable to EU cooperation policy in various parts of the world. FIIAPP’s contribution may be relevant and timely in this regard given its experience with this funding instrument.

    Taxation, the state and the public in the labyrinth of the post-conflict (III)

    In the last stage of the journey with EUROsociAL+, we head to San Vicente del Caguán to attend the inauguration of the NAF

    The municipality of San Vicente del Caguán has been particularly affected by armed conflict. Its inhabitants are trying to free themselves from the stigma of living in a ‘land of guerrillas’. The town was at the heart of the El Caguán demilitarised zone—–where the army would not enter–—during the Andrés Pastrana administration, something which allowed FARC to consolidate is influence in the region.

     

    We are now heading there to inaugurate an NAF. The three-hour journey from Florencia passes through idyllic landscapes peppered with military roadblocks. Stories of armed conflict are inevitable: “presidential candidate Ingrid Betancourt was kidnapped making this same journey, three days after Pastrana broke off contacts with the FARC”, “the parliamentarian Diego Turbay was killed here a few minutes before arriving at the town of Puerto Rico”.

     

    A car crosses our path, a strange manoeuvre which puts us on our guard. The suspicious vehicle has changed lanes to access a farm. False alarm. These are new times, but past fears have not abated. There are still FARC splinter groups who have not abandoned their weapons.

     

    Taxes for development

     

    The NAF is located in a citizen coexistence centre which offers services to vulnerable people: a family commissioner, police inspection, coordinating council meetings, a victim assistance unit, and so on. The mayor of San Vicente del Caguán, who opposes the peace agreements, is currently in Europe to see the lessons learnt in Northern Ireland first-hand. A total of 53% of the population of Caquetá voted against the agreement, so reconciliation has a long and difficult road ahead.

     

    We are met by Cecilia Collazos, the acting mayor and social development secretary. In her view, tax fraud is mainly due to a culture of avoiding paying taxes: “rather than difficulties understanding the tax system, what there is here is a culture of non-payment and hiding real income in order to avoid taxes. The peace agreements have brought some changes, but there is still extortion, there are still splinter guerilla groups in the area. Real peace is achieved through projects, investment and employment”.

     

    For Cristián, who studies accounting, the NAFs are very useful for his future career: “the accounting component focuses mainly on taxation, and the NAFs give us the chance to offer guidance to people with low incomes and so they can then be competitive in a market like San Vicente del Caguán, where there are a lot of businesses and lots of accountants are needed”. For Cristián, it’s obvious that development and taxation go hand in hand: “if we want social investment, we need to contribute by paying taxes. It will be difficult and we will encounter a lot of opposition at the start, but we will gradually provide a good service for the well-being of communities”.

     

    The creation of the NAF is met with satisfaction from the business sector in San Vicente. This is the message we get from César Augusto España, coordinator of the Business Services Centre at the Chamber of Commerce of Caquetá: “We are three hours from Florence, where the DIAN (Colombian National Taxes and Customs Directorate) has its offices, and the NAF will expedite the process of fiscal formalisation in all municipalities”. España argues that “there is resistance to paying taxes due to limited access to public services and the scarce presence of the State. A full 98 per cent of companies in Caquetá are micro-enterprises and tax revenues are low, but the peace agreements are starting to stimulate the economy: in 2017, these companies grew by 34%”.

     

    Light at the end of the tunnel

     

    Despite the many obstacles, Hernando Vásquez, District Director for the DIAN, is optimistic about the new state of affairs: “I have been to almost 80 per cent of municipalities and I have encountered more receptivity. The public are asking us to assist and guide them in voluntarily meeting their tax obligations”.

     

    Long-lasting peace and economic development are what the inhabitants of Caquetá most long for. A fertile, hospitable land with enormous potential for rural tourism and agricultural development, with a real desire to show that its fate is not sealed and that things can be different. It is now up to them to take the necessary steps to regain security and social cohesion.

     

    It is also up to the institutions, who must forge a new relationship between the State and citizens based on reciprocity, a process in which civic-tax education will be enormously useful as a communication channel between the two.

     

    Citizens and institutions both know that if they wait for the other side to do something, the vicious cycle of ‘not paying taxes-scarce public services-mistrust of the State’ could go on forever. To find a way out of the labyrinth of the post-conflict, it is necessary to move forward decisively with our sights set on a better future.

    Taxation, the state and the public in the labyrinth of the post-conflict (II)

    Education is a key factor in transforming the tax culture in those regions most seriously affected by the armed conflict. We continue our journey with EUROsociAL+ in Caquetá (Colombia)

    The National Taxes and Customs Directorate (DIAN) in Caquetá knows that coercion will not get it anywhere, what it needs to do is convince. With only ten auditors, there is no way it can be breathing down every taxpayer’s neck. It needs to build bridges. It needs carrots as well as sticks.

     

    The tax incentives created to promote formalisation and investment must therefore be accompanied by better tax information and assistance for citizens, as well as a good dose of education on the social purpose of taxes and public spending. Teaching children about taxes from an early age can make this process sustainable, and over the long-term, contribute to voluntary compliance with tax obligations.

     

    For several years, the DIAN has been promoting meetings with children and young people on tax culture in schools in Caquetá and it holds tax services events to raise awareness of its role and get closer to the public. New opportunities are arising to consolidate and multiply these efforts through universities in the form of the Tax Assistance Hub project (NAF in its Spanish acronym).

     

    University as a bridge between the DIAN and citizens

     

    Last November, EUROsociAL+ – the European Union’s regional cooperation programme with Latin America – organised a workshop at the University of the Amazon in Florence dedicated to promoting post-conflict tax culture strategies. It was attended by tertiary education institutions and DIAN sections from the Areas Most Affected by the Armed Conflict in Colombia (Zomac).

     

    The University of the Amazon is a unique institution. It is the only public university in Caquetá. It is strongly committed to the peace process, the environment and sustainable development.

     

    Its Public Accounting Programme has joined the post-conflict challenge by creating a Tax Assistance Hub (NAF), an information point where university students give free tax and accounting advice to people with low incomes and micro entrepreneurs.

    Trained by the tax administration, the students dedicate as much time as necessary to citizens, listening to their problems and concerns. They generate trust and help them understand the tax system and improve their small businesses.

     

    NAFs are a bridge between the DIAN and the public. This experiment, devised in Brazil, is now present in more than 450 universities in 10 countries. In Colombia, 43 universities have joined, 20 of them in ZOMAC areas.

     

    In the past 4 years, EUROsociAL has been supporting the expansion of this initiative by sharing experiences. The workshop in Florencia gave the opportunity to share lessons learned that can be applied to the post-conflict.

     

    Young people as drivers of change

     

    Hernando Vásquez, District Director with the DIAN sees the NAFs as a way for young people to transform the current situation: “The NAFs are an opportunity to generate trust in the tax administration and create civic awareness about taxes. What better way to give future accountants, administrators and lawyers a real view of what is happening?”.

     

    The students attend campus every day and also visit business in Florencia and the surrounding municipalities. This allows them to see the reality of the post-conflict and the opportunities that peace brings for the development of the region.

    One of the NAF students tells us about their experience: “Caquetá was badly affected by the armed conflict. We now have the opportunity to get to places that were inaccessible until now, and make Colombians from other regions and foreigners see that Caquetá wants to give the best of itself. Paying taxes means contributing to ourselves”.

     

    And the student continues: “Business owners had the excuse that they shouldn’t pay taxes due to the armed conflict. But those excuses are no longer valid. We have gone to NAFs in some of the most difficult places such as San Vicente del Caguán or Cartagena del Chairá, where people are preparing for the law to be enforced more stringently. We need to show what taxes are used for and for farmers or businesspeople to see that taxes build roads to make their work easier”.

     

    This reality is not alien to that of other areas affected by armed conflict, areas that share their experiences at the workshop. Natalia is another of the young people working in the NAFs in ZOMAC areas, in this case in Ibagué: “It’s really rewarding to help someone in need, someone who doesn’t know how to read or write, let alone use a computer, and for them to go away happy with their new knowledge“.
