    Traditionally, Angola has been among the most unequal countries in the world when it comes to the distribution of income. Since 2002, with the end of the armed conflict, the country has achieved evident economic progress, although there is still room for improvement in its level of socioeconomic development: Angola is still ranked 150 out of 187 countries in the Human Development Index (2016), infant mortality in children under 5 stands at 157 out of every 1,000, and only 36% of the population has access to drinking water.

     

    Among the social indicators, those relating to the concentration of income and poverty stand out; for example, inequality in the distribution of income and its probable results on poverty have been the object of several studies in Angola, whose conclusions point out that the extreme inequality in the distribution of income provokes a socio-economic dynamic of its own that is associated with the persistence of absolute poverty.

     

    In recent years, there has been a growing concern in the country about social and economic inequality, with the understanding that there is an urgent need to reverse this situation through social participation and control mechanisms, policies, programmes, projects and actions. All this indicates a movement of positive transformation and how the reduction of inequality is part of the political agenda.

     

    In this regard, the National Policy of the Community and Health Development Agents (PNADECOS) was born in 2015 from the objective of the Government of Angola to provide social and health services to all families, especially in the most vulnerable and remote areas. In practice, it is an Angolan government programme that aims to stimulate community and health development throughout the country, responding to the commitment of the Angolan Executive to the expansion of socioeconomic services to all communities and the municipalisation of public services.

     

    The social reality of the Angolan population today still shows that a large part of the population does not use and does not participate in the general development process of the country and contributes to it (use of public resources and services, lack of specialised frameworks, etc.).

     

    Thus, the aforementioned PNADECOS is aimed at the most vulnerable Angolan population in a broad sense, taking into account their individual, family and social aspects It includes the role of Community Health Workers (Agentes de Desenvolvimento Communitario e de Saude, ADECOS). They are the promoters of development that facilitate interaction between communities and the public (municipal) or private institutions involved in communities. In addition, the ADECOS contribute to community access to public services and the search for solutions to their local problems.

     

    PNADECOS is being implemented in its pilot phase by the Ministry of Health (MINSA) and the Ministry of Territory Administration and State Reform (MAT). In the case of the latter, through the Social Support Fund (FAS), in collaboration with the provincial governments and municipal administrations.

     

    The Social Support Fund, in coordination with other anti-poverty programmes, has been contributing as a government agency for the last 25 years to reducing poverty in Angola and promoting sustainable development.

     

    Led by the aforementioned ministries, and coordinated by the FAS, the ADECOS are chosen by the community, live in the community, and support the community in achieving its social, cultural and economic development goals, and thus contribute to empowering it.

     

    The Local Development project is contributing to the pilot phase of the implementation of the PNADECOS. This project, financed by the European Union and managed by FIIAPP together with the FAS, seeks to contribute to the fight against poverty through the development of the municipalities of Angola, decentralising the provision of public services and initiatives that seek to contribute to improving the access of the Angolan population living in rural and isolated areas to basic social services. The project is therefore aligned with government commitments to improve access to basic social services for the most vulnerable population and the promotion of social cohesion.

     

     

    The project and the ADECOS

     

    The contribution of the project to PNADECOS has resulted firstly in support for the training, equipping and remuneration actions of the ADECOS themselves, so that they can carry out their tasks; and secondly in the technical assistance of FIIAPP to advise the General Directorate of the FAS in its national policy coordination work, especially in defining  work flows and information processes among the various actors and interlocutors involved.

     

    The ADECOS encourage families and homes to devote attention to the maintenance of maternal and child health (health of pregnant women, newborn children and children under five), hygiene and prevention of diseases. With their actions, they contribute to promoting rural, environmental and sociocultural development, as well as access to education. In short, they promote best practices in all aspects of local development in a holistic way.

     

    The information and indicators produced through the role of ADECOS supervisors are important for municipal managers in decision-making and have a positive influence in determining the level of spending on socio-family welfare, for example, in the construction and equipping of health units or classrooms in schools or in the identification of household members who are on the fringes of society, without civil registers (identity documents or birth certificates). They also identify the conditions of the family home (type of houses, sanitary and hygiene conditions, sources of energy and water, means of transport and communication) and difficulties in accessing basic education and health services, among others.

     

    The ADECOS in figures

     

    Since 2015, 1,020 Community and Health Development Agents, distributed among 30 municipalities, have been trained, benefiting around 68,500 families (some 342,550 people). By the end of 2018, it is expected to reach another 50 municipalities, extending the coverage to 2,371 ADECOS accompanying some 135,100 families or (675,500 people).

    Corruption as a burden on progress: the example of Ghana

    Earlier this year, the World Bank published its forecast for global economic growth for 2018, a forecast that featured Africa prominently.  With an estimated growth of 8.3%,Ghana led a ranking in which sub-Saharan countries held the top positions. In addition to Ghana, Ethiopia (2nd), Ivory Coast (4th) and Djibouti (5th) were among the five countries with the highest growth forecasts. This aspect of the Ghanaian economy does not come as a surprise. With 34 years of uninterrupted growth (the last recession dates from 1983, when its economy shrunk by 4.5%), Ghana has one of the most diverse and dynamic economies in sub-Saharan Africa—the eighth largest in terms of GDP and the second largest in West Africa after Nigeria—and has a fairly balanced trade balance, which places it as a low-middle income country.

     

    Inequality versus macroeconomics

     

    However, these macroeconomic data cannot hide other indicators that are not so encouraging. Although the population living in extreme poverty has halved in the last 25 years, from 52% in 1992 to 24% today, Ghana is one of the 50 most unequal countries in the world and, as Oxfam points out in its latest reports, “inequality [in Ghana] is increasing, undermining the reduction of poverty, slowing economic growth and threatening social stability.” According to data from this NGO, in Ghana the 10% of the richest population consumes almost a third of the resources (32%), the same amount consumed by the poorest 60%. At the other end of the scale, the poorest 10% only has access to 2% of the resources.

    This problem is compounded by two important gaps. In the first place, the gender gap, which causes women to have very restricted access to resources and wealth. As Oxfam points out, this group is “half as likely as men to own land”. In addition, “only 6% of the richest people in Ghana are women”. Second, there is a territorial gap. Ghana’s development pattern has accentuated the north/south and country/city divisions, with poverty fundamentally located in rural areas (almost four times more than in urban areas); and in the three northern provinces (the Upper East, Upper West and Northern regions), which have development indicators similar to countries such as Mauritania, Madagascar or Benin, according to the 2015 Human Development Report.

    Anti-corruption in the face of inequality

     

    To enable government action in countries affected by inequality to reverse the situation, emphasis should be placed on three aspects, as indicated in the Commitment to Reducing Inequality Index: social spending, tax policies and workers’ rights, and corruption is a phenomenon that negatively impacts these three aspects. Firstly, by detracting from public resources, corruption significantly affects social policies, which have less spending capacity. Secondly, since it is an opaque economic circuit, it is not taxed. In addition, on many occasions, large-scale corruption and tax evasion are interconnected phenomena that involve political and economic elites. Without forgetting that the social perception of corruption is a great disincentive for compliance with tax obligations by citizens, who think that their taxes will end up in the pockets of the rulers. Lastly, corruption encourages informal employment, where it is more difficult to adopt regulations that promote respect for workers’ rights and the establishment of decent minimum wages.

     

    In short, as Transparency International pointed out in the presentation of the Corruption Perception Index 2016, “systemic corruption and social inequality reinforce each other, creating a vicious circle between corruption, unequal distribution of power in society and unequal distribution of wealth”. This is exactly what happens in Ghana. The perception of corruption in the country, measured by the aforementioned index, yields a medium-high score of 40 out of 100. This index indicates the degree of corruption in the public sector according to the perception of the business sector and country analysts, on a scale from 100 (perception of absence of corruption) and 0 (perception as very corrupt). But there is a more alarming fact, namely that Ghana´s result has been deteriorating in recent years, from 48/100 in 2014 to 40/100 in 2017. Quite probably, this worsening is largely due to the revelation in recent years of important corruption cases that affected the judicial system and the football federation.

     

    Tax evasion, which, as we pointed out, is a matter closely linked to corruption, is also an important challenge for Ghana. In fact, for Ghana’s Business Development Minister, it is the biggest challenge the country faces. All of this means that the fight against corruption in Ghana is a powerful tool for inclusive development, which goes beyond mere macroeconomic growth and considers the most disadvantaged groups. And that is the goal of Ghana’s Accountability, Rule of Law and Anti-Corruption Programme (ARAP), which is managed by the FIIAPP in Ghana with funding from the European Commission: to reduce corruption and improve accountability in this African country. This project begins at a time when the government of Ghana has been intensely involved in the fight against corruption, creating Ghana´s National Anti-Corruption Action Plan (NACAP) within which the project is framed.

    The fight against trafficking: prevention, prosecution, and protecting victims

    Bolivia faces the problem of human trafficking within the framework of the strategy to combat drug trafficking and related crimes supported by the project managed by the FIIAPP

    30 July is World Day against Trafficking in Persons. As a firm step in the fight against this crime by the political authorities of the Plurinational State of Bolivia, 23 September has been established as the National Day against human trafficking in the country.   

     

    Aligning itself with this public commitment, the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), in coordination with the Coordination Secretariat of the National Council to fight against illicit drug trafficking (SC-CONALTID), are carrying out the support project for the strategy to combat drug trafficking and related crimes  in Bolivia, financed by the European Union and co-financed by the Spanish Agency for International Cooperation for Development (AECID).   

     

    In order to correctly understand the enormous problem posed by trafficking in human beings, we must first know what it is. The definition of trafficking is included in the Palermo Protocol as follows: “…the recruitment, transportation, transfer, harbouring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation. Exploitation shall include, at a minimum, the exploitation of the prostitution of others or other forms of sexual exploitation, forced labour or services, slavery or practices similar to slavery, servitude or the removal of organs.” 

     

    This trade in human beings has become the new form of slavery in the 21st century, generating huge incomes for the organised mafias that operate and make profits through this crime. Trafficking in human beings is considered the second most lucrative criminal sector, behind drug trafficking, with an estimated income of between 32 and 36 billion dollars, according to the UN report on human trafficking (2016).  

     

    Some data to show the scale of this problem worldwide: approximately 21 million people are victims of this crime, 70% women and girls (51% and 20% respectively), 21% men and 8% children. Women and girls are the groups most vulnerable to this crime, so public policies to combat trafficking demand a rigorous and effective gender strategy. The victims come from a total of 137 countries, which gives us an accurate picture of the global problem that this crime poses.   

     

    The main causes of trafficking in human beings are, among others: poverty and growing inequalities; the proliferation of an economic model with a focus on value measurement in commercial terms, rather than a more social projection; the growing and continuous escalation of war conflicts, and; the existence of an increase in human displacements. All these factors have increased the vulnerability of large human groups whose risk of falling into criminal networks has increased exponentially.   

     

    Trafficking in persons is therefore considered to be a crime that violates rights such as freedom, physical, psychological and sexual integrity, dignity and life itself, reducing them in the mind to objects that can be used, exploited and/or marketed.  

     

    Bolivia: origin, transit and destination 

     

    In Bolivia there is data provided by the Ministry of Justice and Institutional Transparency, which is the body that heads the Plurinational Council in the fight against dealing and trafficking in Bolivia. This institution, together with all the Ministries, civil society and the Ombudsman, coordinates the operation of the Plurinational Policy to fight dealing and trafficking in people. In the 2016 report, a total of 829 cases were reported, of which more than 70% were women, girls and adolescents.   

     

    However, an exhaustive look at the reality of the country reveals one recurrent feature in this crime, which is its lack of visibility. It is doubtful that these data are realistic enough to describe the true dimension of this problem. Bolivia is considered a country of origin, transit and destination for trafficking in human beings. An origin because there are flows to Peru (mainly for sexual exploitation) and to Argentina (labour exploitation), among others, within what we know as foreign trafficking. But there is a very harsh reality in relation to internal trafficking, which occurs within the country and involves victims being displaced internally. Traditional productive sectors such as agriculture and mining hide a reality of victims of trafficking for sexual, commercial labour exploitation. The slave trade is a reality which the country has not managed to see the true impact of yet.   

     

    There is a perverse economic logic that describes the process of investment recovery, investment understood as capital devoted to recruiting, transferring and harbouring victims. The purpose of these processes is the exploitation of human beings, which is different from that of arms trafficking or drug trafficking, where the profit ends with the commercial transaction (purchase/sale). In the case of human trafficking, the rate of return is continuous, the services given in terms of prostitution, labour exploitation, slavery, etc. continue recurrently.  In the trafficking of human beings, people become goods subject to continuous and recurrent exploitation.   

     

    Continuing with this economic logic, we must not forget that victims of trafficking do not enter the official channels of the labour market. This seriously harms them, since their work is not covered by future social benefits, which also results in a lack of income from these productive activities for the public coffers. The problem of trafficking is not only the complete vulnerability of the victims’ human rights, but also the detriment to the countries’ economic development, affecting their social services structure.   

     

    A project for a transnational problem 

     

    The strategy to combat this crime through the project operated by the FIIAPP, focuses on the 3 pillars: prevention, persecution and protection, known as the 3 P’s. A very ambitious training programme has been launched for public officials involved in the fight against this crime (police, prosecutors, magistrates, social services for victims, civil society, among others), mapping out a funnel-shaped strategy: from the national administration to departmental and municipal levels, since while public policies are established at a national level  at a municipal level work is done directly with the personnel who attend the victims.   

     

    Regional and international trips have also been carried out with the aim of improving regional and international coordination in the fight against this crime, because we must not forget it is a transnational issue. The Departmental Councils are being backed in the fight against human trafficking with support in the formulation of the Departmental Anti-Trafficking Plans. In close coordination with the Public Ministry and the Bolivian Police, a trafficking research manual is being prepared that seeks to systematise and standardise the investigative processes in order to improve the investigative capacity of police and prosecutors and, among other things, reduce the risk of revictimisation.   

     

    At the FIIAPP we are convinced that we must continue supporting processes of change through support to public policies and alignment in the legal-regulatory framework of the countries we work with. The fight against human trafficking goes beyond an institutional commitment—it is a human obligation to position oneself on the side of those institutions and people who work for the victims and their reintegration into society.

    Dynamic municipalities in Angola

    Núria Garriga reflects on what has been achieved and what has been learned through the project to support local development in Angola

    Almost 24 years ago, the Social Support Fund, an Angolan institution which the FIIAPP has worked with on a local development support project, began to work on constructing social infrastructures and therefore access to public services in Angola’s most vulnerable or rural communities.  

     

    Since then, the project, funded by the European Union, has worked on three main components: building infrastructures, boosting the local economy and reinforcing the capacities of local institutions. Now, there is also a more structured view of these communities; they each depend on one another and work cannot be done freely, a message that has finally come together.  

     

    Of these components, the key component everything revolves around is the last, the reinforcement of the municipal administrations. What have we achieved? We have contributed to increasing the number of municipalities the Social Support Fund had already reached to a total of 36. In 30 of them, work started from scratch in a process that began with a municipal diagnosis and several studies, followed by planning.  

     

    Until then, the diagnoses of the municipality were inanimate snapshots: this is what the municipality has, this is what the health sector is like, etc. Another thing that I think has been strengthened with our support is that we have improved the idea, which they had already come up with, of creating a “dynamic profile”, that is to say, things change from one day to the next.   

     

    The final achievement in this reinforcement of municipal capacities was the introduction of a web-based platform, a municipal basic information system that anyone can access from any point on the planet. This updated information on the health sector or the social assistance sector of the municipality can then be accessed from any Ministry in order to make decisions on these matters.  

     

    A diagnosis to create opportunities 

     

    The promotion of the local economy through these municipal diagnoses sought to identify those products or sectors with greatest potential in the municipality. From there, studies were made of the value chains of these products to identify what investment opportunities there were for the municipality’s economy to develop. Normally, these were the products that involve more labour or which report more visits; there were several criteria to determine this.  

     

    Another aspect of this component and that was not foreseen, but which resulted from the reflection and the influence of the World Bank with its social protection programmes, is that productive inclusion has been worked on, which ultimately aims to increase the income of poor families.  

     

    The intention was that people excluded from the market and the productive economic sector and who have a subsistence activity should have the opportunity to conduct an economic activity or to improve the one they were doing. It started in ten municipalities, where vulnerable people and potential beneficiaries were identified and 1,400 people were selected.  

     

    Those who did not have economic activity were offered training to submit a practically applicable plan. They then received a kit to start working with. For those who already had an activity, training was given in business management to teach them to control costs and profits and to identify gaps in their economic activity. A business improvement plan was thus made and they were also provided with a kit.  

     

    Of the total of 1,400 selected, around 1,200 received the kit, since some did not finish their training or did not do the required project. This kit included the material they needed to start the activity. This might be physical equipment, such as a sewing machine or a generator. Some women who make flour (receiving grain, processing it, delivering it and keeping the shell which they sell for livestock) asked for buckets as well as grain to have more stock and be able to continue working.  

     

    One of the important things about this part of the project is that there is great diversity because there are many different activities, and we were able to adapt to the needs of each one.  

     

    We are now monitoring how these people’s lives have changed and how satisfied they are. A colleague has visited several of these beneficiaries to see whether the kit was used or not. There was a certain risk, which is that when someone gives you a kit with brand-new equipment, the first thing you do is go and sell it.   

     

    An initial evaluation was made with the questionnaire and the on-site visit. As it was a pilot phase, there were many lessons learned: such as that training should not be mandatory, but a further element of the kit, and that some unselected people managed to blag their way in.   

     

    Lessons learned in Angola 

     

    A study of lessons learned can be very useful for other cooperation projects: how the team is formed, how the project is established in the field, how it is performed, how the monitoring is done, accountability, etc.  

     

    In some cases, we also needed to be able to draw on other projects managed by the FIIAPP; it is interesting to know how they were conducted and whether we have points in common with them.  I think this is a lesson learned for the Foundation: we could come up with a strategy for knowledge management.

    A joint journalistic reflection in La Paz

    Few jobs have such a frenetic pace as that of a journalist. Day-to-day urgencies rarely leave room for reflection on our own work, to think carefully about the things we fail at, the things we do well in, and especially about what we can do to improve. That is why I appreciate my work as a professor at the UAM-El País School of Journalism, because it forces me to reflect on all this. It is also why I accepted, without giving it a second thought, the FIIAPP’s invitation to lead the International Workshop on journalistic reporting on the prevention of drug use and human trafficking, issues that are so important and so serious that they deserve even more care and self-criticism when dealing with them in the media. The workshop was held in La Paz, Bolivia, in coordination with the Coordination Secretariat of CONALTID and with the funding of the European Union and the AECID.  

     

    In that context, the most logical thing for me to do was to propose, from the beginning, a joint five-day reflection with the participants, about twenty professionals from the Bolivian press, radio and television.  Precisely, the diversity of the group (not only because they came from different media, but also because some were very young, newcomers to the trade, while others were seasoned journalists with decades of experience behind them) ended up contributing enormously to the workshop. But it was also the main difficulty, solved, in any case, by the chosen format: brief presentations accompanied by many examples of reference texts, a format which allowed us to immediately put into practice all the ideas and techniques presented, along with a lot of interaction and a lot of dialogue.   

     

    This practical task consisted of writing a report about drug use or human trafficking. This enabled us to review the entire journalistic process, from the choice of topic, its development, documentation, field work, to the writing and editing (or in this case, proofreading).  This way, we managed to delve deeper into fiction techniques that might enable us to present our work in a deeper and more attractive way, without ever losing sight of the strengths of any journalistic text: honesty, rigour, fact-checking each piece of information and giving the context needed to understand complex realities. That’s on top of striking the essential balance between professional distance and the sensitivity required when dealing with social issues in general, and drugs and human trafficking in particular.   

     

    Many of the problems that the students faced are the same ones Spanish professionals face in our daily work: how to approach the characters, how to present the story and make it attractive, what part of the information, obtained with great effort, to leave out to improve the end result, etc. However, others had to do with traits unique to Bolivia, which has its own working conditions and cultural environment, for example the bureaucratic written procedure necessary to request almost any official information. The answers that we all gave to these problems, at the peak of their experience and mine, were the most interesting part of the course, at least for me, and I think it also has a lot to do with the philosophy of the work that FIIAPP does in all the countries it is present in.     

     

    Apart from that, my objective for this course was to give the participants a series of tools to tell, in a slightly more attractive and familiar way, both the big stories, those large-scale events that the media relies on, as well as the small everyday stories, those that have to be covered at full speed, but which also deserve, apart from the essential rigour, all the care and affection we can give. Especially when dealing with sensitive issues such as those that have to do with drug use and human trafficking.

    Are we already carrying out twinning projects in Latin America?

    Are we carrying out twinning between public administrations in Latin America, as the practice is known in the European Commission?

     

    Formally no, but we have a series of very similar projects which could be considered as a pilot. Of course, these are an opportunity for the European Union to transmit their values and influence, especially in these times of turbulence and disagreement between the big blocks.

     

    The negotiation of the new EU multi-annual financial framework 2021-2027 may be the time to introduce this topic into the cooperation agenda, with FIIAPP as a major player due to its extensive experience in this area.

     

    Its technical characteristics make it a very useful development mechanism for middle-income countries in Latin America. Of course, it needs to be adapted to a very diverse reality at a sub-regional level, finding positive conditionalities regarding participation. We shall see.

     

    What is twinning? 

     

    According to the European Commission, twinning is an EU mechanism for institutional cooperation between Public Administrations of EU Member States and beneficiary or partner countries, with the aim of achieving concrete mandatory operational results through peer to peer activities.

     

    In countries in the process of joining the EU, such as Serbia or Macedonia, twinning between administrations focuses on providing support for the transposition, implementation and application of EU legislation, the famous acquis communautaire. This is to ensure that that when they become full members of the EU, they can operate normally following the European legal standards in sectors such as the administration of justice, security, transport, consumption, public health and intellectual property.

     

    Since 2004, twinnings have also been implemented with some of the EU’s strategic partners such as the Ukraine and Turkey. Within this framework, the mechanism aims to improve the capacities of the public administrations in these countries by training their staff and supporting the reorganisation of their structure. It also supports the approximation of national laws, regulations and quality standards to those of the European Member States, within the framework of cooperation or partnership agreements signed with the EU.

    A similar experience in Peru 

     

    In Peru over the last four years, FIIAPP has carried out activities similar to twinning through a project to fight organised crime, with similar aims. The project focused on components that correspond to the expected results. A series of activities were carried out that include workshops, training sessions, expert missions, study visits, internships and specialist technical advice.

     

    Over this time, more than 2,600 Peruvian civil servants have been trained, 109 courses run in 64 different subjects, 34 technical assistances provided, and 13 internships organised in Europe. This has involved the mobilisation of more than 200 officials and employees in the public administrations of the Member States and an on-site team was responsible for the project.

     

    The twinning is based on executive learning and sharing best practices, as has been the case in Peru in terms of intelligence, investigation and judicial processes. All this in order to improve the Peruvian State’s capacities in fighting drug trafficking and organised crime.

     

    To give an example, after 4 years of work, the Peruvian authorities are obtaining record figures regarding interventions and the dismantling of organised gangs dedicated to drug trafficking and international organised crime. To cooperate on this achievement by the Peruvian public administration, the project introduced new research approaches based on intelligence and the implementation of new technologies. This was accompanied by legal changes and the fostering of inter-institutional and international work. Professional and personal exchanges between officials are here to stay, facilitating information swaps and problem solving between Peru and the EU.

    Opportunities and challenges

     

    It should not be forgotten that the EU is Peru’s main trading partner with which it has significant common interests regarding strategic sectors such as telecommunications, mining, hydrocarbons, fishing, agriculture and natural resources. Improving the rule of law and security in Peru is therefore a challenge the country shares with Europe.

     

    In this sense, it is worth reflecting on the power of positive conditionality mechanisms associated with the effective introduction of the reforms stemming from the framework of the projects or programmes implemented by the EU. We have been and continue to be inspired by the twinnings that have yielded such good results.

     

    To cite just one example, in the case of Peru, the project has promoted legislative change to fight effectively against money laundering, a real problem in this Andean country. This recently formalised change could see key indicators improve to such an extent that, at some stage, the door would open to OECD membership. With its access, Peru will be able to present itself to the world as an open, stable market economy with a clear and reliable legal foundation. This will have a bearing on in its negotiating capacity, positioning the country at a regional and international level. At present, the European Union is technically and financially backing Peru’s entry into the OECD.

     

    Other positive developments, much needed in the region, include the improvement in access to universal public health and the increase in tax collection to meet the State’s expenses. Twinning projects and programmes can be linked to the reforms and results obtained in these sectors.

     

    Given the regional and sub-regional disparity in Latin America, the challenge for the EU is to choose the countries and sectors to deal with in twinning, offering high-quality technical cooperation that is attractive to the various countries. In fact, the regional programmes in Latin America, which currently cover several sectors, such as EUROsociAL+, COPOLAD, EUROCLIMA+ and El PAcCTO can be good instruments to accompany the EU delegations in their selecting of sectoral priorities for twinning in the region.

     

    It will not be easy to adapt this instrument and perhaps it should be reinterpreted given the diversity of middle-income countries. However, it ought to be given a chance, if only to reflect on this when allocating funds from the new European Union budget.
