Within the framework of the EU Support for internal market Serbia (EU4IM) project, a Serbian delegation paid a study visit to the CNMC to learn about its best practices in terms of IT tools used in inspections, among other things.
A Serbian delegation from the Serbian Commission for the Protection of Competition (CPC) has participated in a study visit organized by FIIAPP in close collaboration with the National Commission for Markets and Competition (CNMC) in the framework of the EU4IM project.
The CPC needs to continue strengthening the technical capacity of CPC staff from a practical perspective and in line with the best standards of the European Union. In this regard, ensuring compliance with the provisions of the competition regulations, especially with regard to the possibilities for improvement in the IT tools used in inspections, is a priority.
The first support provided by the project in this regard consisted of an analysis by a CNMC expert of the CPC’s needs, tools and protocols for inspections, in order to make an acquisition proposal in accordance with the institution’s priorities and resources. The acquisition of these tools, whose design was also supported by CNMC experts, is currently underway.
In this context, the technical exchange between the CPC and CNMC promoted by this study visit has complemented and expanded the inspection capacity of the Serbian authority through practical sessions based on the experience of CNMC public employees in the application of the best EU standards in the field.
The project expects that this exchange will contribute to generate relevant concrete and tangible improvements for the CPC; such as, for example, an update of inspection protocols to complement the acquisition of new IT tools by the project.
This delegated cooperation project, characterized by its flexibility to adapt to the strategic priorities of its recipients, seeks to provide CPC officers with a broader perspective of the work of their Spanish counterparts, which could inspire new lines of work in the CPC and possible additional activities within the framework of the project.
The ultimate goal of the EU4IM project is to improve the effectiveness of Serbian institutional actors in creating an attractive environment for market operators and thus contribute significantly to harmonization with the EU internal market acquis.
