The Minister of Foreign Affairs, EU and Cooperation and President of the FIIAPP, José Manuel Albares, closed yesterday the event opened by the Secretary of State for International Cooperation, José Manuel Albares.
Public Talent for the World: Sprint on Street 16 focused its third edition on the strategies that institutions must adopt to achieve SDG16 (strong institutions, peace and justice) by 2030.
The event, hosted by journalist Anna Bosch, brought together at the MAEC headquarters (Plaza de Marqués de Salamanca, Madrid) more than 130 justice, security, environment, transport and mobility institutions from the General State Administration, autonomous communities, city councils, the judiciary, international organizations and a dozen ambassadors from partner countries in Spain. During the same, the most recent international cooperation achievements were repaired, looking for accelerators in the final sprint of the 2030 Agenda.
“We need more cooperation between public systems. The multiplicity of challenges we face have a common pattern: the lack of dialogue, the breakdown of trust, the polarization of our public life. Cooperation between institutions brings sustainability and scope to projects. But, above all, it helps to improve public policies for citizens and builds mutually beneficial relationships of trust that last over time. It makes it possible to create invisible ties, which are the basis for bringing societies closer together and building global public goods, said the Secretary of State for International Cooperation, Eva Granados, at the opening ceremony.
June 23: a tribute to the international work of public administrations
The meeting, organized for the past three years by FIIAPP in the framework of the International Public Administration Day (June 23) to promote the value of public services and public governance, has highlighted the contribution of public systems and cooperation between institutions in different countries to global development and has made visible the work of more than 100 Spanish institutions that are mobilized every year in international cooperation projects with FIIAPP. In 2022, FIIAPP mobilized more than 600 professionals in 120 countries.
The Secretary of State for Public Function, Clara Mapelli, addressed the added value of the return of public technical cooperation to our administrations and highlighted in her speech how “comparative experience and learning allow us to build consensus and design the best public policies to present optimal services to citizens”.
Rafael Pérez (Secretary of State for Security), Antón Leis (Director of AECID), Érika Rodríguez (Director of the Carolina Foundation) and Francisco Tierraseca, Director of the FIIAPP, discussed the link between security and development that underpins SDG 16.
Protagonists of Spanish public talent in the world
The first round table discussion was led by five public servants who have participated directly in cooperation projects: Margarita de la Barga (Public Prosecutor), Adriana Tostón (Civil Guard), Federico Millán (National Police), Severino Falcón (State Investigation Agency) and Jesús Morán (National Plan on Drugs). All of them have highlighted the victories achieved with direct cooperation between institutions in countries such as Chile, Bolivia, Romania or Tunisia, emphasizing flexibility and listening skills as the main competences that a public cooperant must have and illustrating their commitment to take their public service vocation beyond our borders.
This event has represented an important point of convergence between Spanish cooperation, foreign action and public service in Spain and a unique opportunity to connect the foreign action of our institutions, from all sectors and at all levels of government, highlighting the international vocation of our public talent.
