For more than two years, the Spanish Public Prosecutor's Office has been twinned with its Moroccan counterparts with the aim of establishing an independent judiciary that allows for greater protection of rights and freedoms in the Arab country
Closing of the project
One of the foundations of democracy is the division of powers: the legislature creates laws, the executive executes them and the judiciary controls how they are applied. And this is what Morocco did in 2011 when the Moroccan constitution was reformed. It was then that they strengthened the separation of powers and worked on the independence of the judiciary, thus recognising the three branches of government.
“Our project is aimed at supporting the Moroccan General Prosecutor’s Office in its birth and development. This will allow both institutions to exchange knowledge and experience, which will result in mutual growth and enrichment,” said María del Mar Ramos, international cooperation prosecutor at the Malaga provincial prosecutor’s office and coordinator of the project to support the Moroccan public prosecutor’s office.
Some of the issues that have been addressed during the implementation of the project have been the environment and the protection of vulnerable people. The Moroccan Public Prosecutor’s Office, PMP, has worked with Spanish specialists in training on the detection of cases of human trafficking, and measures are being adopted to protect women. It should also be noted that Morocco also has a law to combat violence against women and is working hard on child protection, the fight against forced marriage of minors, and so on.
After more than two years of work with specialists from the Public Prosecutor’s Office, the project has been completed with important results, such as the development of a digital and document-based case and procedure management system, which will improve management at the PMP in line with European practices. In addition, the Moroccan Public Prosecutor’s Office’s budget management practices have been strengthened. In addition, the PMP’s management capacities have been strengthened on the basis of European standards and the dissemination of the principles of independence of the prosecution, in line with the guidelines of the reform of justice in Morocco, and the PMP’s communication capacities have also been reinforced.
“We are very proud of the work done. This twinning project shows the good bilateral relationship between Spain and Morocco and is another step towards strengthening justice institutions in the country with current issues such as environmental protection, gender violence, digitalisation of justice or human trafficking”, said the project coordinator at the closing ceremony of the project.
