A Bolivian delegation visits institutions of the Carabineros and the Investigative Police of Chile to learn from their educational model and transfer improvements to the Bolivian police
Visit of the Bolivian Police to the Chilean Investigative Police facilities
In the framework of the European project to support Bolivia in the fight against drugs, a delegation from the Universidad Policial “Mcal. Antonio José de Sucre” (UNIPOL) of the Bolivian Police have exchanged experiences and best practices with the Carabineros and the Investigative Police of Chile.
The aim of the visit was to learn more about the educational model of both police forces, as well as the crime laboratories, since in Bolivia, under the UNIPOL, the Institute of Technical Scientific Research of the Police University is located, which carries out technical-scientific studies in the criminal, civil, administrative, family and environmental areas.
Among other Chilean institutions visited were the National Education Directorates, as well as the Carabineros officers’ and non-commissioned officers’ schools, and the Police Investigation School. Taking advantage of the presence among the Bolivian delegation of the police attorney general, the Internal Affairs Unit of the Investigative Police (PDI) was visited to learn about its organisation and functions, as a model to be exported to the Bolivian police.
This internship has allowed to deepen the knowledge of the structures and educational models of the Carabineros of Chile and the PDI, as well as the teaching methodology and curricula of their training and specialisation centres, with an exchange of information between the institutions of both countries, which will be of utmost importance for UNIPOL. Currently, with the collaboration and support of the European Union project in Bolivia led by the FIIAPP, UNIPOL is immersed in a process of redesigning its undergraduate and postgraduate curricula, considering that the Chilean police education model had various aspects that could be easily transferred to the Bolivian police.
This internship has laid the foundations for collaboration in education between the police forces of both countries, for the return of Bolivian police officers with scholarships to carry out training and specialisation courses in Chile. Also, the collaboration and support of the Carabineros and PDI crime laboratories in carrying out studies and expert reports in cases where the Bolivian police lack the necessary means and equipment to carry them out. All this within the framework of the security agreements signed last September between the Bolivian and Chilean governments, represented by the Bolivian Minister of Government and the Chilean Minister of the Interior.
