As part of the project to support the implementation of the 2030 Agenda in Paraguay, the FIIAPP has contributed to the publication of the municipal development planning tool
The Technical Secretariat for Economic and Social Development Planning (STP) has launched the Guide for the Formulation of the Municipal Sustainable Development Plan (PDSM). This is a tool to facilitate the elaboration and implementation of strategic development planning mechanisms in the country’s municipalities.
The document was shared with representatives of the central government who are part of the Commission on Sustainable Development Goals (SDGs) Paraguay, local governments and entities that make up the SDG Localisation Committee, as well as cooperating entities, such as FIIAPP, which support the territorialisation processes of the SDGs.
In this regard, the Minister of the PTS, Carmen UIbaldi, praised the institution for its promotion of tools and methodologies that drive the acceleration of public policies, both nationally and territorially. She stressed that economic growth, relations between society and the challenges and opportunities that the PTS supports are developed in the territory.
For his part, the Vice-Chancellor, Raúl Silvero, highlighted the importance of the publication of the guide. He added that it is possible to work in the territory in several areas, including the construction of infrastructure, which will create opportunities at the territorial level and put the focus on people.
The guide was presented by Milcíades Flecha, Director of Local Development of the PTS. Flecha detailed the content of the material, the elements that make up the Guide, from the objectives of the tool as well as the skeleton of a Municipal Development Plan, which the municipalities can follow to develop the document of their municipality.
The Guide has been published with the support of the FIIAPP, in the framework of the European programme to support the implementation of the 2030 Agenda in Paraguay. It establishes the methodology to be used by municipal governments and local actors to develop their respective Municipal Sustainable Development Plans, linked to the national priorities established in the National Development Plan (NDP) Paraguay 2030.
This planning is fundamental to direct the work of municipal governments towards sustainable development, as it allows for the foresight of the strategic interventions necessary to meet the demands of the territory’s inhabitants and care for the environment.
In addition, the PDSM aims to be a document that summarises the will of the population of each municipality, the product of a broad exercise of citizen participation, in which different sectors of society have collaborated.
