EU supports fight against drug trafficking in Bolivia

Two high-level specialists in intelligence services from the Central Intelligence Headquarters of the Civil Guard will provide technical assistance in Bolivia. They will do so to elaborate a new organizational structure for the National Intelligence Directorate of the Bolivian Police (DNI), with the aim of improving its strategic, operational and administrative effectiveness and increasing the integral development of human talent.

The action, framed within the project “European support to special anti-drug forces in Bolivian law enforcement”, is divided into two phases. The first phase focused on the European and Spanish Intelligence Community model and involved a diagnosis of the DNI and a needs analysis at the human, technical and organizational levels, with the aim of drafting a new organizational structure and functions manual.

In the second phase, which will begin in September, the work carried out in the first phase will be completed with the approval of the final document and the creation of an Intelligence School under the General Directorate to train its members and the rest of the Bolivian Police officers will be addressed.

The overall objective of the project, managed by the FIIAPP, is the sustained reduction of surplus coca crops with a social focus, comprehensive drug use prevention and the regionalization of international efforts within the framework of common and shared responsibility. It also aims to strengthen intelligence and investigation systems, regional and international cooperation mechanisms and police and judicial training schools, in order to favor the dismantling of criminal organizations and their financial, economic and patrimonial affectation, by strengthening the institutions in charge of the fight against drug trafficking and human trafficking, the Public Prosecutor’s Office and the Judicial System, taking into account the social and human dimension of the drug problem.

With a duration of 24 months, the program is divided into five components. The current action is part of component 2, which focuses on strengthening technical intelligence and operational criminal investigation capacities in the fight against drug trafficking, promoting investigative tools and intelligence systems and providing strategic advice.
