Training in surveillance and cyber patrolling in Peru

The European Union law enforcement support in the fight against drugs and organised crime in Peru project has organised two training sessions, one on surveillance, monitoring and observation techniques and the other on open source intelligence and virtual patrolling. 

Modern surveillance has become an essential technique that must be added to traditional investigation methods, since the modus operandi of criminal organisations is increasingly structured and traditional methodology must evolve at the same speed. For this reason, in this first workshop, two international experts have provided technical training for the Peruvian police and prosecutors who are in charge of the investigations, to give them effective tools to clarify the allegedly criminal acts. 

The fight against drug trafficking and organised crime also makes it essential to have valid, current, preventive and anticipatory intelligence that enables future threats to be detected, since in recent times the content of the internet and social networks has grown exponentially. It is therefore essential that police officers master tools for searching for, analysing, processing and presenting information from open sources (OSINT, Open Source Intelligence). 

The second activity has focused on providing officials from the Judicial Powers, the Public Prosecutor’s Office and the National Police of Peru with training on OSINT tools, such as the deep web and social networks. In this way, they have been able to broaden their knowledge of the basic tools used in investigations and in the production of analytical reports, thus improving their capacity for analysis and decision-making. 

In the words of the expert trainer, Francisco Manuel Trujillo of the Spanish Civil Guard, “today, OSINT techniques are essential to carry out successful police investigations. The sessions have shared fundamental knowledge such as the digital protection of the investigator and other more advanced such as cyber-patrolling in social networks for the generation of intelligence”. 

About the project: 

The European Union Law Enforcement Support project in the fight against drugs and organised crime in Peru, funded by the European Union and managed by the FIIAPP, aims to increase the effectiveness of policies to combat drugs and organised crime in Peru. The Ministry of Justice, the Ministry of the Interior, the National Police and the Civil Guard participate as collaborating Spanish institutions, and from Peru, the National Police, the Public Prosecutor’s Office, the Judiciary and the team in the field all take part.
