A results-based budget cycle with a gender perspective guarantees an efficient, equitable and strategic use of public resources
Since 2018, the State of Guanajuato, in Mexico, through the Ministry of Finance, Investment and Administration, has made a significant effort to make multiple improvements and innovations to its budget model, to ensure an effective, strategic and transparent budget.
The public finance line of the governance area of EUROsociAL+, managed by the FIIAPP, has accompanied this task from two aspects; on the one hand, the application of the Results-Based Budgeting methodology with a gender perspective and on the other, through the implementation of methodologies and tools for the Spending Review.
This work has achieved much both nationally and internationally. Thanks to recent changes and innovations in the budget cycle by the Ministry of Finance, their institutional and operational capacities have been strengthened and a step forward has been taken with the incorporation of elements for mainstreaming gender, bringing the the State of Guanajuato into first place in the country in the Diagnosis on the implementation of the Results-Based Budget and the Performance Evaluation System, of the Federal Government’s Ministry of Finance and Public Credit.
“Without a doubt, for the State of Guanajuato and for the Ministry of Finance, it is a very important achievement to have ranked first at the national level in the implementation of the Results-Based Budget and the Performance Evaluation System, since it ratifies the Governor’s commitment to sustainable public finance at the service of the people of Guanajuato. To achieve this, we appreciate and acknowledge the support of the programme of theEuropean Union,EUROsociAL+, with whom we strengthened institutional capacities and took the best national and international experiences. This technical cooperation helped us to strengthen the Guanajuato Budgetary Model to become the only state in Mexico with a score higher than 94 percent,” says Dr. Héctor Salgado Banda, Guanajuato’s finance secretary.
In his opinion, under these conditions and with this qualification, a budget cycle guarantees professional and transparent use of public resources. “Citizens can be sure that their resources are being well managed, with a responsible, austere and strategic budget which responds to the complex international situation, allocating each peso where it has the greatest impact and benefit for society”, stresses the secretary.
From the perspective of the incorporation of the gender approach in the latest ECLAC “Fiscal Panorama of Latin America and the Caribbean 2021”, Guanajuato has been mentioned as an example of a good practice in the matter, implementing changes in the legal frameworks as well as developing a “Cross-Sectional Annex” that allows for transparency and monitoring of budget programmes that are contributing to women’s rights.
