EVALÚA has carried out technical consultancy to obtain methodological alternatives in the evaluation of the human papillomavirus in Costa Rica

In the framework of Costa Rica’s new National Evaluation Agenda 2019-2022, the Ministries of National Planning and Economic Policy (Mideplan), of Health (MinSalud) and the Costa Rican Social Security Fund (CCSS) are working together to evaluate the vaccination campaign against the human papillomavirus (HPV).
In this sense, the EVALÚA project , financed by the European Union and managed by FIIAPP, has collaborated closely with CCSS. In order to favour better informedpublic health policies, this projectwill provide a meta-analysis report on immunizations to promote effective public policy for the female population,focusing on an impact evaluation design of the Expanded Immunization Programme, notably the vaccination programme against human papilloma.
“This process reflects an institutional interest in obtaining scientific methods, which represents progress for the country towards making evidence-based decisions and using evaluation as a learning tool,” said the head of the Evaluation Unit of Mideplan, Eddy García Serrano.
As part of the evaluation process, training has been conducted to obtain alternative methodologies to measure the efficacy and effectiveness of health services, focusing particularly on vaccines against human papillomavirus. Personnel from Mideplan, MinSalud and CCSS have participated in this training programme.
The goal of the EVALÚA project is to share experiences to transfer value in the field of Public Policies in Latin America, thus institutionalizing an evaluation culture in this region.
This project, which is part of the ADELANTE programme, is a space for the exchange of knowledge, tools and methodologies, as well as of information and experiences in evaluation between public administrations.
