The Minister of Government of Bolivia, Carlos Romero, presented 15 measures of this structural reform at the country's 9th Security Summit

The city of Trinidad hosted the 9th Bolivian Security Summit, where a training project called POLBOL2025 was unveiled, the main objectives of which are to update and modernise the Bolivian police education system. The need to implement this new police education model in Bolivia emerged from the country’s police university, UNIPOL, which made a diagnosis of the Bolivian police structure.
This reform is part of the project to fight against drug trafficking and related crimes in Bolivia, financed by the European Union and led by FIIAPP in collaboration with the Coordination Secretariat of the National Council for the Fight against Illicit Drug Trafficking (CONALTID).
The reform includes 15 measures such as strengthening the inspectorates and the Office of Internal Control and incorporating technologies for transparency in police action. It also promotes strengthening control mechanisms and the creation of the National Counter-intelligence Department, among other measures.
FIIAPP and UNIPOL have had a close relationship since 2017, the year when a collaboration agreement was signed by both institutions by including teachers from the Police University in the training carried out by the Foundation in Bolivia. This training is delivered by specialists from the National Police, the Civil Guard and the Gendarmerie.
An addendum to the collaboration agreement was also signed in 2018 to make an integral diagnosis of the UNIPOL training system to serve as a road map to devise a new educational model in accordance with international standards and appropriate for the situation in the Plurinational State of Bolivia.
