The project Support for Local Development in Angola presented its experience of institution building at the 23rd CLAD Congress
The project Support for Local Development -FAS IV, financed by the European Union and managed by FIIAPP and the Social Aid Fund (FAS), attended the 23rd Congress of CLAD, the Latin American Centre for Public Administration and Development. This institution shares with FIIAPP the aim of promoting the exchange of experiences in modernising public administration.
At the congress the project team presented a paper on the relationship between international cooperation and building up the capabilities of institutions. It gave as an example the results achieved by the project in training and improving the human resources of the public sector in Angola, which was of enormous benefit to the Angolan public sector and the general public. It also demonstrated how training and improving human resources is a starting point for building up FAS’s abilities in its mission to better equip Angolan municipalities to provide decentralised services.
The paper was given during a panel discussion on the role of donors in institution building as part of cooperation for development, in which other initiatives of this type, also supported by European cooperation, were also presented.
The project Support for Local Development-FAS IV combats poverty in Angola by developing the municipalities and decentralising services and initiatives to increase business opportunities and generate income.
